That's not actually very good language to use. It implies that the servers are actually at that point under unusual strain, which communicates "problem" to someone that doesn't already know what that screen truly means. I'm quite certain that he's not alone in his instant conclusion: "That's only going to get worse". This can only result in one thing: Poor player retention. My suggestion, therefore, is simple: Change the wording and/or imagery of the snore screen to communicate a more positive message of activity and progress, rather than a message of problems and strain. "Server under heavy load"? More like "Please wait while your industries produce resources!" along with a .gif of gears grinding or something. First appearances matter.
