I suspect this person has been starting raiding wars and then going into vacation mode to avoid counter attacks. There are also some weird things where they seem to be making changes to their nation while in vacation mode.

Literally none of what you mentioned is against the rules. Alex cannot and is not going to make judgement calls on if people are or aren't using VM legitimately as that is passing a verdict on their actual lives.

If you see him somehow managing to launch attacks despite being in VM, feel free to report that as an exploit.

It's worth pointing out that when you go into Vacation Mode, you can continue to be attacked in any existing wars while you can't attack back. There's not much of an advantage to going into VM in terms of short-term gain in wars.

As others pointed out, it's not against the rules to go into Vacation Mode (unless you're doing it to protect a lot of money and resources like an alliance bank.)
