In return, every member shall respect, and honor this charter, which is the highest law of the P&W branch of the European Empire.. I. Admission Any nation wishing to join TeE is required to apply through the TeE forums or King. II. Civil Liberties Each member of the Empire has the liberty to exercise freedom of speech, expression, association, and belief within the bounds of nonÂaggression. Each member has the right to control their own nation as they see fit, provided it does not directly harm the Empire or abuse any nation. No law or policy may be made to infringe on these liberties. II. Government Head of State (King)  The King has the right to appoint members to power and direct Euro members at any time of need. Also the King has sovereignty/sole power and ownership of TeE and can resign when the King see’s fit. The King is to not touch Civil liberties unless needed for the wellbeing of the Empire. Prime Minister  The Prime Minister is the King’s right hand and heir of TeE’s Throne. The Prime Minister may lead a department and direct members of TeE when needed. Nonetheless, the Prime Minister is not permitted to declare war on any faction or alliance without the King’s consent. However in times where the King is inactive or not present, the ministers or Parliament may vote for a declaration of war upon an alliance or nation with the Prime Minister as a signatory. Parliament  The Parliament can make rules and punish wrongdoers though the parliament has to listen to the majority, the parliament is to create peace within the Empire also the Parliament is to take care of military matters. The Parliament may only contain 5 members max. Minister of Internal Affairs  The Minister of Internal Affairs is to keep peace within TeE and take care of (minor) disputes. If the Minister can not take care of a dispute, then it will be handled by the King, Prime Minister or Parliament. Minister of Foreign Affairs  The Minister of Foreign Affairs is to strengthen our relations with other independent nations and factions, not damage or hurt them. The Minister is also able to appoint Diplomats for the Empire. Although the Minister is to manage these diplomats at all times and takes full responsibility of their actions. The Minister sends these Diplomats to certain Nations or Factions to strengthen our relations in trade, peace and intelligence. Minister of Defense  The Minister of Defense is to manage our defenses and collaborate with the Prime Minister to mobilize forces if the Minister notices a possible attack. In addition the minister will always be closely observed because the defense of TeE is very important. Failure to do so will result in removal by the King. Additionally the MoD is to Report to the King or Prime Minister of any alerts of enemy military mobilization or threats. III. Election of Ministers The Cabinet of ministers shall be elected by the King or Prime Minister. However through democracy, members of the alliance may vote to appoint a nation into a position of power other than the King or Prime Minister. Every member has the right to vote, It takes 67% of the majority to elect the minister. IV. Removal of Ministers Any member in a seat of power (Excluding the King) can be voted out of power if there is a majority agreement between all of the members of the cabinet. A Minister may also be removed by the King, Majority and Parliament. The previous Minister must step down immediately following the vote. They may not run for the position in the vote following their removal. V. Ratification We, the membership of the European Empire, hold this charter as accurate to the will of the membership and agree to the specifications and rules contained here. We accept the rules of the Empire’s constitution in full.
