Bias: Moderation as Weapon due "Slot Filling Reports"

According with this Report Post:

I have found interesting the bias of it due the "War". However, If you read with attention all the answers of REAP3R, you find out that he is using moderation as Weapon, that goes against game rules:
 

<<I will just be honest and up front, I report my enemies.>>

But what is more interesting, agrees that he would not actively report people of his side if they break the rules. (and he knows or has the conscience that their people would be breaking the rules, he just silence himself and use it as exploit):

 

<<but it would be unproductive to report nations which we are currently raiding as a source of income, wouldn't want them getting banned because it means there's less for us to raid.>>

 

<<I would not actively report it.>>

 

I do not know what is the criteria of the game administration to fulfill the demands of the people who reports, when this comes with this kind of answers. (by the way I just screenshoted all so if there is any edit for later, it would not affect the report).

So, if user REAP3R is aknowledge that his partners are doing the same, but agrees that he is not <<actively reporting it>> but is so active reporting his enemies being <<honest and straight up>> saying it. I considerate that He is using Moderation as a weapon and he should stop (or be stopped).

Please, no more responses about the definition of the Moderation as a Weapon game rule. The point has been made.
