Forum Rule Question: Why Does "Socialism is worse than Nazism" Not Break Any Rules?

I noticed that one of the threads in this forum is currently having a conversation on the subject of "Communism and Socialism (and also Stalinism specifically) are worse than Nazism".

I reported this but the conversation was not suppressed, and a moderator later posted in the thread and joined in on a different conversational topic (indicating that they were reading the thread). This leads me to believe that the conversation and its subject is not against the rules.

I don't understand, because I thought "promoting Nazism" (I'm interpreting "saying that Nazism is not as bad as other forms of government that are currently allowed", and expressing disapproval that the rules say Nazism is to be suppressed, as "promoting Nazism" (the opposite of "suppressing" it)) was against the rules.

Can a moderator please help me understand what part of the rules I'm misinterpreting?

(I asked Alex in PMs but he didn't respond, but in some ways this is really more of a question to ask the forum moderators themselves, since they're the ones who approved it, so I'm bringing it here to ask for more information.)

If this conversation DOES break the rules, I would like to change my question to be "How can we, as players, know when a subject or conversational thread is disallowed, when the posts in question are not edited and the poster in question continues to discuss the topic of "Nazism is not as bad as Socialism and the mods were wrong to ban discussion of Nazism""?

Stating that "socialism is worse than nazism" is either promoting nazism as an ideology or trolling, as no human with a functioning brain who isn't a nazi could possibly believe that to be true. Therefore, there are no circumstances where it does not violate the rules. If the moderators are not enforcing those rules then they are incompetent and should be sacked. This isn't hard and I would hope Alex handles it properly going forward. ?

Here are the rules:

It is against the rules to promote hateful ideologies such as Nazism, Terrorism, Racism, and others not listed here. We will allow references to, historical discussions of, and satirical usage that does not violate other forum rules.

  • What it means to promote: With regards to referencing historical discussions and satirical usage, promoting Nazism, Terrorism, Racism, etc means using those images, agenda, propaganda in place in RL society to further promote that type of hate and agenda within this community.
  • Nazism: Anything referring to Nazism in RL history as well as any references to Nazism created as 'fan fiction' i.e. creating a "new" Reich with the same propaganda and agenda.
  • Terrorism: Anything referring to an organization in the RL community that is deemed a terrorist organization. (i.e. ISIS/ISIL, Al-Qaeda, Taliban, Boko Haram, Lashkar-E-Toba, Hezbollah, Al-Shabaab, Hamas, Farc, Kurdistan Workers Pardy/PKK, Al-Nursa Front, Naxal, etc.) It is prohibited to post in favor of these organizations listed and others not listed. 
  • Racism: Same as above, promoting in favor while pushing the agenda of any racial hate group. 
  • Where this may be allowed: Discussion or Debate discussions where the OP posts a non trolling, not baiting, non flaming post discussing something that may involve a constructive current event, historical event, or question that follows the rules and guidelines of the forum or sub-forum.

It seems to me that a comment along the lines of "nazism is not as bad as communism," in the absence of other content that would suggest the user is trying to promote Nazism, falls under this part of the rule:

It is my judgement that in this context the user was attempting to degrade socialism and communism by comparing it to something bad (Nazism) and not trying to promote Nazism, therefore, this is not a rule-breaking post.
