I'm a stupid retard with no knowledge of how coding works, but would something about how the -25% nerf to food production is implemented cause this? It's the only thing I can think of that would if the problem is limited to Antarctic nations. Again, though, my programming expertise is at around at about 0.

No, it's because they have both coal and oil production, whereas every other continent is either coal or oil.

I know what the issue is, I just haven't bothered to fix it yet because it's impact is very minor.
