Downvotes were a quick and convenient way of showing disapproval, and I don't see how removing them will affect toxicity. "Frick You" is reserved for the people you hate on principle (due to stupid political lines in the pixel-sand) and actually brings down the reputation of the user who voted, instead of the reputation of the poster.
