Zei-Sakura Alsainn
Holy shit this is way way way too powerful. If anything it would just add substantial casualties to when your enemy naval attacks you, but deleting entire or halves of fleets is insane.

Mandystalin
A change to the proportion of ships destroyed is better than a change to the odds of it happening

Wait, how does naval mines around your ports and cities manage to blockade the *enemy* nation? Presumably we're already laying down naval mines with mine-tenders when we blockade someone. After all, it otherwise makes no hecking sense that one ship can effectively blockade even a single port let alone a whole nation Actually, how is it that a single ship can wholly lock down the entire naval traffic of a nation...? Smuggling, pirates, etc...
Mandystalin
Outside of Orbis, minefields can be laid outside your enemy's ports, and can be laid by ship, submarine or aircraft. Minefields historically have been used to disrupt enemy logistics So the blockade part does make sense IMO
Callum
if anything, it should be a attack type (ie fortification) something something, 10% to prevent/break blockade on own nation if attacked by naval units. is used up on successful prevention.and/or is removed on use of navy by mine deploying nation. No project should turn you into Mr. Norell, y'know? Edited December 17, 2019 by Sir Scarfalot

No project should turn you into Mr. Norell, y'know? I'm oddly pleased that I had to Google that reference. It rather depends where the minefield is. If it is outside the port of the attacking nation then it can easily do both. The attacking fleet steams into the minefield and takes losses. The fact that the approaches to the home port are mined means that their merchant fleet cannot sail, hence a blockade. It kinda works
