The downside is that when declared war on, the attacker starts with an extra Military Action Point. -- Due Blitzkrieg being so off-meta it's not even funny. It's commonly associated with the blitz on London, yes, but (from the encyclopedia brittanica): This being said, if you do decide "blitzkrieg" has a negative history attached, "Shock & Awe" would probably be the ideal name replacement for it.
