Private Trading Despite Embargo

Why is this happening given that he is embargoed?

Embargoes do not prevent direct trade, they just prevent either party accepting one another's market trade listings.

From the embargoes page:

Embargoes allow you to limit who can accept your trade offers on the global market. If you embargo a nation, they will be unable to accept your global offer trades, and you will be unable to accept their global offer trades. Personal trade offers will still be acceptable between nations that have embargoed each other.

I don't think so. Though if it is quite persistent you could try reporting it for violating the rule on harassment:

Just try messaging them first and asking them to stop before you consider bothering Alex with it.
