War Declaration Restriction by City Count

Acknowledging that military improvements give you military capacity, and that additional cities give additional slots for those improvements:

 

I propose that an additional restriction be placed where nations can only declare war on nations within 5 cities of their own city count. Up or down.

This is a pretty bad idea considering the fact that Nation Score decides almost everything war-related in this game. Changing this will require drastic changes to economy and war.
