Remember fighting GOONs for years since I took their mercy board as a joke & didn’t mind fighting them forever; as they made for a target worth fighting until I eventually they offered enough cash up front for tech; was able to instantly rebuild to around where I was when I started fighting them. So I consider them pretty much on par with perma war, doubt anyone fighting NPO would want to go through the mercy board process. (Think in MS paint I drew my nation nuking Something Awful & they didn’t think it was satisfying to their egos ) So mercy boards are banned henceforth in Orbis.
