There's some truth here and sometimes it worries me. I think "maybe our bloc should do more to foster newer communities"!

BK and NPO are the only places they can go to.
Even now, Horseman is indirectly tied to NPO via its allies.

I don't think it's quite as bad as you make it out to be. The big spheres usually have bigger fish to fry than to go after small alliances, so it's not too difficult to stay out of their crosshairs, as long as you don't do something stupid to provoke them, especially if most of your members are low-mid tier. They mostly just need to be strong enough to defend themselves against Arrgh, which some smaller alliances could do on their own, and if not, one or two alliances with other smaller alliances should be enough.

Reminder that Horsemen exited the war than re-entered in Knightfall, so don't be surprised if they reuse the tactic.

Animation Domination found out the hard way that this is not always that easy.  Arrgh steamrolled them.
