Having that ura spike in test means 1 of 3, it magically spawned, it's a bug in the graphs, or someone came out of VM (this is unlikely, the time and pplz you need to have that...)
The third one is impossible, nations don't start with ura and you would need a huge botnet to achive a production of this size. 
2nd: This is possible, but it's weird that it doesn't happen more often.
 In other words it can be only one thing.

Well, shit. That's certainly something. I know for a fact there's a handful of Nova on testserver. This could well narrow down the puppet master search.

EDIT: Although checking the ones i've seen so far, it seems it would be the handiwork of someone else.

That Botnet is huge, and finding the culprint artist won't be easy nor would it be possible if he didn't get lazy and slip a few times.

Thats over kill and there are more innocent. Just ban those involved and roll back all nova members to the date of spike.

As for rss in circulation, Alex has to use his thanos power.

You really want me to believe that the persons involved can be found out?
All we know is the government were aware of what was going on so they are banned-no questions asked on that one and we can all agree to that. 
But spawning 206B using 12 people in 55 days? That is 300M per person per day.
If my understanding of the exploit is correct, there needs to be a lot of people involved for this to work.

We can't tell anything for certain except the government, offshore and maybe direct allies were involved in this scheme. We cannot let the members who we cannot catch go away with this. Banning them all is only thing that will give Orbis justice.

This little exploit has already caused the market to crash like crazy. It has given Nova access to unlimited amounts of cash and rss which isnt fair.

Sounds to me like every alliance now has a valid CB against Nova if @Alex doesn't do anything about it

Historically speaking, the CB you speak of exists, but does not come into being until Alex rules officially that cheating has occurred. 

Once such a ruling is given in any situation, the alliance in question becomes a massive target and will likely be abandoned by it's allies. There's no reason to fight the world because your allies cheat.

It wasn't just multis. The multi ring was likely of a pre-existing player, for the record. That said, these resources weren't due to multi abuse but because the player behind it was introducing illegal resources into the system, i.e., spawning them in via an exploit, or multiple.

Could be they come from referrals?

For example a thing you could do is to message every new player and have them delete and make again their nations but with X player of your alliance as referral, after 2 weeks he gets the 25M + resources and after giving X money to the new nation he keeps the rest for him and his alliance

No.

Two things;

  1. $25,000,000 and 200 Steel, Aluminum, Gasoline, and Munitions is what you get per referral. No raws are given, and a massive lump of what was spawned in was purely raws.
  2. Even if only manufactured resources were spawned in, you would need a truly gigantic referral base. For example, you would need around 43000 players just to get aluminum. That is literally impossible to get done.

Plus, referral benefits are capped to just the first 50 nations you refer.

You could get around that by just having a shitton of referrers, but like... where are you getting 860 people? lol

Yes. That is the most probable cause of all this.

To be clear, nothing I've seen or gone over thus far suggests other Chaos members (I assume you are referring to alliances and not individuals) were involved in this. Whether other individuals were is up for debate, but I would not put it past people to have implanted multis in other alliances either. That said, it's not an incredibly unfair position to take given the nature of this all, just a dangerous one due to the nature of investigations and community-based action having the ability to develop into witch-hunts.

For sake of transparency, there are certain tangents that are worrying to consider - particularly with respect to the prospect of this happening from other alliances, not just CB, but they aren't conclusively proven so I will refrain from actively talking about them.

As far as profiting off this goes, however, anyone who has bought these resources was 'complicit'.
