Just being on the same network does not mean the nations are controlled by the same player; kids at schools, people at work, etc. often have lots of accounts on the same network. As long as they're not in violation of the rules, and there's no reason to suggest they're multis, I'm not going to take moderation action against them. 1 Is there a bug?
