There's a mathematical basis for it too; you can spend 55m for peace, in which case your opponent gets $55m. Or you can spend ~$2.5m for a nuke, or ~$5m for two (I might be off base here, is just back-of-envelope math). That way, your opponent can either peace out now and get zero, or can get $-14m, or can get $-28m.... Sure, you can talk it out and hopefully keep it limited, but 9 out of 10 times - that's not going to work.
