Make it an option to use resources

This is about making it an option to use munitions and gasoline to DEFEND against an attack.This feature is already partially implemented in using munitions fro soldiers when attacking. Also make it so there is less MAPs to "fortify" since it costs so much time and yet virtually does nothing....

It is extremely useful when defending an alliance bank. During some wars, alliances occasionally send the bank to one person who starts a bank alliance and constantly fortifies. While that nation loses millions in infra, the alliance saves much more in cash and resources they would lose from losing many wars.

Fortify doesn't stop them from losing though. It slightly inconveniences the enemy when you can already majorly inconvenience them by sending the bank elsewhere, since being blockaded doesn't stop you using the alliance bank.

Foritify needs a buff maybe to be more useful, just sightly increases how many units they lose. If you're fortifying, its probably because you're already to far behind already.

Maybe if Foritfy effectively gave you 20% more units when defending, it'd be more useful.

What if fortify made the aggressor do only 5 resistance damage, instead of just losing more units? Perhaps make the maximum victory you can achieve a “Moderate Victory”? I just don’t think that fortify is useful if all it does is make the enemy lose more troops.

Which is possible if everyone is around the same city count and the airstrikes would've been close fights to begin with.

Since this is not often present in reality on the live server, Fortify is pretty useless and just a way to mildly annoy your attacker.
