Expenses and Consequences of Not Paying

Was thinking recently, Politics and War is missing consequences for if you're unable to cover your nation's expenses. This could then be used by the "banks" that are already available, offering loans at obscene rates to temporarily cover a nation's expenses.

In order for this to work, I'd setup an order of things to be paid. So for example, Military is always paid first, then Power, Resources and Improvements. Within that you could have an order of things. Like Hospital is always covered first, then Police, then other Improvements. Depends on how far you want to go. Potentially customisable by the player.

This way, it's not just a matter of whether you can pay all your expenses or none. You can choose to cover some of the expenses long term, but not others and deal with the consequences.

If for some reason your income drops, then I see two things happening. Power, Resources and Improvements, I see them just flat out not working for that turn. Military, it gets slightly more complicated. Soldiers, Tanks, Aircraft, Ships and Spies: Each consecutive turn expenses are unpaid, there is an increasing chance of desertion, between x% and y% of your current forces. Missiles and Nuclear Weapons: Each consecutive turn expenses are unpaid, there is an increasing chance of failure of x% and y% of the current stockpile due to lack of maintenance. For simplicity, I'd initially just "remove" the Missiles and Nuclear Weapons. Though ideally, I'd have them more as a ticking bomb and upon use, they may explode (taking out more of the stockpile) or just simply not fire.

That is completely correct; however, if you can cover your money bills for just one turn, you will be back up to full capacity next turn without any need to worry about how much you didn't pay earlier. Basically, there's no debt, only zero and above.

If you cant pay, then your told you cant do anything until you pay the bills, but you have to like, have very low amounts of infra in each city and paying more then what you make

You also power down when you're "bill-locked". Easiest way to get out of it would be to blow a few improvements right before turn change.

 

Another problem is that the turn scripts aren't running properly, for instance, I didn't receive resource income until a couple of minutes after turn change.

The probvlem is the game does not allow you to go inot debt. Maybe debt would be your asset value, aka the cost of your infa.land/impovement ect after destruction. That way nations could still run on debt for so long before thier nation shuts down
