It was well known what was going on in Asia; the "liberation" of a land which had recently just had a military coup and been under the command of a genocidal government. Not only do they have to deal with that, now they must contend with the harsh uprooting of any sense of centralization they had. Kingdom of Scotland, unfortunately, was not siding with the current 'devolution' of Japan. Of course, it would be obvious, to the bystanders of the war, that the belligerents would take up the mantle of restoration. Scotland had no business in Asia, and the same could be argued for the belligerents, but there could be a solution to all this. 

Queen Sorcha attempted to reach out to the belligerents involved, even though it may cost them with their Dependency. Reaching out to Masrani Global, Mog[Corp], and the British Internationale, they proposed a Treaty for the Asian part of the globe, at least until tensions calmed down. 

A new Treaty was proposed, where former Asian Colonies, and a single Japanese Colony, would be made as Consessions, temporarily given hold to a neutral and unbias party. This would guarantee free and unbias travel to all Asian/Chinese, Japanese, and Rokkenjima citizens that do not want the new rulers of their land as their new government, and would last until such a time is deemed that the war in Asia and the tensions between the belligerents have calmed down. This extends the ability of free and unbiased travel for locals shoukd they wish to leave. It was proposed that these lands could be held until a proper local government could be established and/or once tensions settled negotiations could be made to release the colonies under a command of one of the belligerents. The current proposed provinces to be made as concessioned colonies were Hong Kong, Macau, Guangzhouwan, Qingdao, and Sendai.
