A short invitation would be sent to every national government that existed, with funds set aside for future nations to receive a similar welcoming gift. A small 5 story office building in Palma on the island of Mallorca, the largest of the three off the coast of Spain within the Mediterranean, would serve as a temporary headquarters for the hypothetical organization.

It serves everyone to maintain a multinational organization to act as wardens to prevent atrocities and assist with future disasters. I have several objectives for such an organization. First, negotiate arms limitations and reductions. Secondly, establishment of an international court to allow international disputes to have another option beyond military escalation. Third, provide nations of all sizes, governance, and economic models methods of interaction within the global community to provide a more well rounded society upon this shared planet. Military escorts are welcomed if so desired, further information available upon request."

While the offer proposed prosperity, it would be ultimately ignored, unfortunately. Truthfully, something like this could strengthen and even help push the issue of regaining Scotland, but that required the British Internationale to join this council, and agree if a court decision was reached. So all in all, the chances to regain Scotland were higher, if supported by the council, and if everyone was in it, however.... should the British Internationale refuse, the Kingdom of Scotland would never ever be able to regain their homeland, as any aggressive acts would anger the council. It truly was a double edged sword, and painfully, it did not seem the benefits outweighed the risks. Should things come to aggression, they would be done on Kingdom of Scotlands terms. This would, of course, benefit them greatly should they have had their homeland, but they do not. A thank you letter was sent personally by Queen Sorcha, explaining why she could not join at this time, but otherwise, the Kingdom of Scotland did not react to the overall announcement.

The Foreign Affairs Secretary, Harold Alexander, with a small squad of personal guards. He'd act as a temporary representative and set up the base foundation of the organisation. It is viewed to be a good combination of many different types government which would lead to the best decisions looking at the diverse and easily flammable geopolitical situation by the British Internationale.

Commander Satan Jacob, along with General Alciel, General Lucifer, and General Esdeath would attend as temporary representatives until such time that Rokkenjima's new permanent government is formed.

The head of Department of International Magical Cooperation Seraphine Picquery will be present along with seven Aurors. We will always welcome efforts to make the world better and also oversee these efforts so that they will not be misused.

Palma de Mallorca Airport would be the landing site for those who traveled to the event. various hotels would service the guests, with nations free to choose any they desired to allow allies to be near one another or simply enjoy their privacy. A period of time to be given for guests to arrive and make travel arrangements if still required.

Everyone arrived by whatever means they desired and gathered in a conference room filled with a long table many of many types of wood, along with a catering table from across the globe. The CEO and several other attendants sat at one end of the diplomatic table, skipping any partaking in food or beverage for the moment.

"Rather than spend a lot of time with formalities, I feel the layout of my intended objectives is transparent to those gathered, so let's begin with current maximums." on each seat was a folder containing all of the information to be presented.

I am open to suggestions but will also state that any agreement here would need to include our largest competitor reaching a similar and appropriate level before I am willing to do the same. As it was mentioned this was not something to be dominated by the largest powers, I will leave the floor open to hear suggestions as to how we could come to a military arms treaty, as well as suggestions for the international court, or any other concepts that you'd like to see in an international security body to provide for a more healthy planet."

Commander Satan stood, addressing everyone in the room.

"To begin with, I would like to reiterate that the terms which Rokkenjima presented in its initial broadcast was dependent upon the fulfillment of the two terms we presented to everyone else. From what I understand, The Holy Britannian Empire and MoG[Corp] expressed willingness to comply with said terms. The British Internationale, on the other hand, did not. So with all due respect, we would prefer to discuss this issue first."

Secretary Elizabeth clears her throat before replying to Commander Satan

"British Internationale doesn't have any incentives to remove their legal colonies in Russia, nor does the Allied States government trust Rokkenjima to fulfill their part of the agreement if this deal is made. Chemical and biological weapons and research can be hidden, and no way to ensure you are fulfilling without outside inspectors allowed to inspect all chemical and biological weapon facilities are shut down and continuously keep them shut down. Secondly, you havent given any reason for anybody to trust the new government. I think the government change is a move in the right direction, and I applaud them for removing the Witch Council from power, however we do not have assurance Rokkenjima will not repeat these atrocities once the International community drops its interest in this matter."

Ambassador Nielsen took a sip of water, before rising to speak.

"It is the general opinion of those in the USNE government that nations need incentives to follow international law. Such incentives may come in the form of trade relations and peace, which are upheld only if international laws are followed. One may argue that since Rokkenjima's demilitarisation requires British withdrawal, that Britain's incentive in this case is Rokkenjiman demilitarisation. But the size of Rokkenjima's military doesn't affect British foreign policy, unless it is backed up by the threat of war, which is obviously not ideal. Nor does Rokkenjima yet have an incentive for demilitarisation. Our first act should therefore be to provide incentives."

"It has been recognized that the British Internationale as the official government governing the land in Russia, and I dont see how you can claim the moral ground considering your occupation of China and Korea."

The Britannian Representative known as Jeremiah Gottwald listened to the pressing matters regarding the military and colonial dispute. "We agree with Mog[Corp] that militaries should and will be trimmed down. For the record, of course, our own military is relatively the same as the Allied States of America for example. If we can move to have a more suitable defensive force for each nation rather than have them plot world domination we will stand with Mog[Corp] on the issue."

He quickly flipped his notes and pointed at Asia. "However, we do agree that while Rokkenjima remains a bit untrustworthy, the British stand as the aggressors. With no business in a foreign land so far away from home and in a culture so different. If we expect Rokkenjima to follow through with their promises we can't have a thinly veiled military on standby to invade or harm another nation. We will remove from Asia and so should the British. Britannia recognizes it as warlike colonization and we view it as illegal."

Elizabeth takes her glasses off and looks at the Britannian representative and replied with a slightly bored tone

 

"Even if the British Internationale leaves the area, there still is no guarantee that Rokkenjima will follow through. Eventhough the Allied States has already left the area due to military advisors previously agreeing that Rokkenjima was no longer a concerning threat to global peace due to the temporary communications blackout from their government, we still do not hold faith they'll uphold their side if the agreement. As far as I am concerned, the British International doesnt have any incentives to release their claims, which they took to protect citizens that Rokkenjima could easily decide to target next. First it was the Philippines, next could be the socialists and communists in the country. Granted. Anerica does not support a communist ideology. We have a mixed economy that relies in the private sector, while vital industries are nationalized to ensure the State's needs are met, however we are fully against genocide, which the previous Rokkenjima government is capable of and shown will use genocide to accomplish their political desires." As she finished and registered that Alciel spoke she looked at Alciel and replied "You heard my concerns when I was speaking to the Britannian representative. You haven't given anyone any reason to trust you. Like I said, I think the new government is a step in the right direction, and we are thrilled you are allowing elections to allow the people to vote for their representative, however we still have no indication that you'll honor your part of the agreement. If you can propose a term that would satisfy our concerns, we'll be willing to change our opinion on the British Internationale's claim to the lands they hold in Russia," she says before sitting straight to wait for a reply.

The Representative for the Internationale would deal topic per topic, first going with the colony affair.

"To start with, What does distance mean when the topic of 'foreign land' If you read up the recent British actions you'd see that the Russian and Chinese provinces were put under British protection and funding and they have enough self determination as the Internationales only affairs there are military movements and base, law enforcment, mantaiment and so that a steady flow of money is going through so everyone has a job and education. That is bad by your standards? And us going into China and Russia to repair their civilian situation and protect them. These claims are to stay until a valid reason given."

"Evidently, we are at an impasse. And we ought to resolve it here, because if not through diplomacy, such disagreements are solved through war. Mr Alexander, Rokkenjima is a functioning state, despite its recent issues, and so would be able to support the Russian and Chinese territories in a humanitarian context, side by side with the Internationale. Unless your nation's reason for the occupation is ideological, there should be no reason why you cannot cooperate with Rokkenjima in this case."

Canadian representative Seraphina Picquery spoke casually

"I do not feel concerned in your warfare, but in my view, all parties must provide guarantees and trust to other parties as well as to the entire world community. I have some ideas that might help.

For all parties
1. A peace agreement between countries must be signed.
2. Civil shipping must be free from military interference except for civil law enforcement.
3. Air control is left to each country.
4. Non-human soldiers are not allowed in times of peace.
5. Civilians in the occupied territories may not be expelled, damaged or killed by the country occupying the area.
6. Bordered areas must be free from heavy weaponry.
7. Biological and chemical weapons must be destroyed with confirmation from international authorities as well as weapons with warheads of more than 10 MT.
8. All parties must reduce their military presence in the East Asia region with the confirmation of international authorities.
9. All countries must commit and recognize that every nation and every human being has the right to be free from foreign occupation.
10. The establishment of an international authority that is independent and represents all parties in the world.
11. The occupied territories will be directly monitored by the international authority.
12. To avoid unilateral action between Britain and Rokkenjima, a peace force must be established to guard the border between the two countries. The force must consist of British soldiers, Rokkenjima and other countries who are willing to pay a balanced amount.


and I have some special points for Rokkenjima
1. Rokkenjima must allow international authorities to observe the transition process of their leadership.
2. Rokkenjima bear the damage caused by the genocide committed by the previous government.
3. Liberate areas that have been carried out genocide.
4. Give permission to international authorities to establish a permanent representative office in the capital to provide uninterruptible communication space.
5. Provide an opportunity for the international court to try Rokkenjima officials who committed genocide

And I propose the international authority shall be called as the United Nations. the tasks of the United Nations will be carried out based on decisions made by the UN General Assembly. The General Assembly will be filled by representatives from sovereign countries and also filled by non-sovereign state representatives. that's all"

"Firstly as I got my whole documents in order now, I'd like to ask the Britannians why they see our 'colonization' as illegal and aggressive. And then comes the matter of do we really put our ideals into the minds of others. Even though it was in the hands of an another before, all Asian land under Internationale control has been gotten by no military action. As said, our only reason there is to protect the civilians from more Rokkenjima massacres, genocides and other words which cannot describe the gruesome act. Even though we have a military present there, it is a defensive force, and there are British law enforcment units there, it is to keep stability in the area. We have funneled a lot of improvement in Eastern Russia and China which improved the standard of living for the regular working civilian. There was no evil aggressive doing from us up until the blockade of Rokkenjima after they invaded more of China and Philippines, bringing death upon innocent people there. Now there is to add that we make no divide between race, ideal, ethnicity or anything when giving employment, of course it matters if someone views himself better than the rest, but everyone sees it as an issue if it happened in their own state. Now you could potentially claim that we are the dirty bad occupators and make up a story that makes us seem negative, but how can we in retrospective be sure that your expansions into Manchuria and Korea were peaceful. I doubt it's Japanese let alone Rokkenjimas whom are an out of this world civilization. 

Next, yes you are a new leadership in a previously badly run state, but how can we be sure if you are worse than them, just like them or just a little bit worse than them or if you are actually good. There are a lot of ors and ifs, but why should we really trust your nation on diplomatic action of such size and matter when we look on what your state has done.  I do not accuse you of doing so, but you should be able to prove yourself. It is a big claim to found a sphere in which you can expand however you want for in return you removing WMDs. We cannot be sure you will rid of those weapons as they can be hidden easily, words are just words, they can be faked. I think a list of all facilities that keep and/or produce those sort of weapon, 24/7 monitoring by the international community, and regular inspections with people from each willing nation to check those facilities at any time given with no buts."
