Political Proposal to the United States of Northern Europe

In a similar fashion to the envoy sent to the British Internationale, Scotland was going to send another diplomatic representative to United States of Northern Europe. The islands the Government-in-Exile Scotland had settled on had Scandinavian claims to them, and had hoped to compromise at least a temporary truce with the Major power so that they may be able to continue their efforts in restoring Scotland from the clutches of the British Internationale. The old military Patrol Boat sent this time, however, had no weapons. Not because they were removed or was an attempt to show peace, but because it was a damaged ship. Hopefully the USNE did not take offense to a mostly repaired patrol boat, as the remainder of Scotlands small navy were being repaired, refit, and slowly put into service, but would not be completed so quickly. For the USNE, there may be diplomatic troubles, as currently not only is Scotland a government-in-exile, but it is also a Monarchy. Different forms of governments and ideologies can get in the way of diplomatic relations, but the new Queen had to try and establish as many allies as possible, and any that gave recognition would also help them in solidifying their claim on Scotland, but they wouldn't want to pull anyone into aggression with the British Internationale. All that the new Queen of Scotland hoped for, truly, was peace between Scotland and Northern Europe, anything more was a bonus, as at this time Scotland merely looks appetizing to the larger nations, and to many it may not be seen as legitimate.

The damaged Patrol Boat left from Shetland, of a voyage straight to Oslo, unless otherwise escorted. It bared two flags; its Scotland flag, and a white flag of peace, hoping it would show to the navy of USNE that they meant no threat, if the obvious battle scars of the ship did not explain that at first. No matter what sanction, search and seizure, or commands were given to it, the ship would halt and take commands from USNE naval forces, but ultimately it would be lead by the Scottish Representative who was aboard it, sent on behalf of the Queen of Scotland, to negotiate peace, and anything else there might be.

The boat was soon spotted by the USNE Coast Guard, roughly 50 km from the coast of Norway. Communications were soon established, and the patrol boat was escorted to Oslo. After successfully passing customs, the Scottish Representative met with a diplomat, to discuss a peace agreement. Peace was agreed upon, and a signed declaration was made that the USNE would come to the aid of Scotland in any defensive war.

Thankfully shortwave radio was a common technology that everyone and their mother had access to, and the radio onboard the small Patrol boat still worked, too. Communications were received and the small crew did as they were told; follow orders issues by the Northern Europe navy and do not cause issues. Self defense is only allowed. It did not come to that, and t he Northern Europe government even agreed to recognition of the government in exile. A defense pact was gracious, although they didn't know in what way they could repay the major country, but they at least knew should the British Internationale decide to be hostile, they would hopefully have second thoughts before laying claim to their few islands. An offer was made by the diplomatic representative, offering low tax for trade, as long as USNE offered the same. While USNE didn't have much to gain from the current Kingdom of Scotland, it could prove fruitful in the future, and also requested assistance in creating an underwater cable to connect their continents so the Queen may be better able to communicate with the leader of USNE.

The representative was pleased to know the USNE would support Scotland in bringing them up to speed with the rest of the world and supporting their existence, the news this would be to the new Queen would make her gracious to the leaders of USNE. While the representative questioned the cost-effectiveness of satellites over cable, they didn't mind as long as USNE would provide the financial support to launch such a project, as currently Scotland had no access to rockets or launch sites, let alone satellites or the financials for the technology of such. Either way, the USNE could see a great friendship with the Scottish Queen for a very long time, one that could potentially benefit them both.

Unfortunately, to both Scotland and the USNE, Scotland did not have much more to offer. Should they reclaim their land from British Occupation, the representative admitted he was sure the Queen would offer resource trade to support them both. Otherwise, if nothing else was offered or asked, the representative felt it was best to return to his Queen and tell her of the good news. Within two months, the leader of USNE and the Queen of Scotland would be able to communicate!
