In an effort to further spur Japan forward, a series of 3 military communication satellites, as well as 11 intelligence satellites, would be launched into orbit within the next 433 days. Additionally, the Japanese regime would begin establishing the SOSUS network up to 1,500 miles off the Japanese coast. The intent was to establish a web of surveillance and communication to further consolidate control in the Pacific theatre. While Japan may have a limited navy, the intent was to have no less than 8 strike groups within the next 2 years. Producing most ships requires a mere few months, ultimately the main reason strike groups take so much time, is a result of producing aircraft carriers. For the time being, the Japanese Regime will export the carrier production to develop it's surface fleet, focusing on producing standard surface combat vessels as well as ballistic missile and attack submarines. Ultimately, using the poets on the Chinese coast and on the mainland of Japan, the Japanese Regime could produce 4 strike groups each year. The Military Research division, however, was hard at work producing the fifth generation stealth Aircraft, as well as the arsenal ships that would serve to overwhelm traditional carrier groups. The satellites themselves would cost a total of 15.3 billion credits, leaving 139.7 billion left unallocated in the annual budget.
