This appears to be part of a larger network of multis where each Branch nation is used to funnel in money (via sweetheart deals; 1 food for $1,000,000) from a group of nations that share a uniqueID. Here are the trade screens for Branch 1 through 3 which show all the different multis across 3 groups sharing networks. Branch1s trades Branch2s trades Branch3s trades Branch 4 through 10 don't have any trade activity, so it seems they are yet to be utilised for the cheater's nefarious dealings.
