As the Japanese leadership had received word of a Russian desire to meet with Japanese representatives, Prime Minister Sanjo quickly decided that it was best to not ignore such an invitation and to see what the Russians wanted to discuss. To the end, a response was sent back to the Tsarist government, informing them that Minister of Foreign Affairs Takeyama was on his way from the port of Uraji, traveling with the Transsiberian railway to Moscow for the meeting.

The Attendants would be escorted with a large convoy of cars and cavalrymen. At the entrance of a meeting place,  in front of a palace,  have been Government officials dressed in their best occasion and followed in the attendants of the Japanese nation. They would sit on a round table, on one side the russians,  the other Japanese. They openes the meeting with: "Dobry Dan. We invited you here for a major pact which would benefit our interest. It is the case of the Mongolian state which we wanted to attack from both sidee,  have a total conquest and split it. Following that we'd have clauses promising no agression towards each other for a specific ammount of time. Your words about it?"

But the important factor in this is if you will agree on the terms of no agression between each other and just an etiquette at most, whom starts and whom will follow in the other in the war against the Cavalry State. Thinking for a moment, Takeyama responded. "Japan has no quarrels with you. I do think for a Pact of Non-aggression though, such a treaty by itself holds little weight. We'd be willing to sign such an agreement as part of a larger agreement though, including the partition of the Mongol state, as well as an agreement on the operation of the Trans-Siberian railway to facilitate trade, a de-militarisation of the common border to be, allowing both our countries to focus on more important matters and a common front against radical subversive movements, like communists and anarchists that pose a threat to the state. As a separation line, I'd propose the Lena river and Lake Baikal, with Mongolia proper coming under Japanese control."

"We have had the same demands already written down. The Demilitarization Order and the Trans-Siberrian Railway. The No-Agression Pact would come-by with the split of the Mongolian state. We can agree on the terms of the split but our only question remains on your last demand. Do you want the whole of 'Main Mongolia' (aka todays borders)  or is the line just continued straight south of Lake Baikal. And the last questions added on the agenda are where is the end point of the trans-siberria railway in the east,  aka your nation and how long will we need to await your invasion if we go first,  if you desire to be the first then we have nothing against that. "

"If you agree, we can mobilise our troops within the coming three weeks, to then launch an operation at the same time as you. Should you need longer, we'd be waiting. Should you prefer to go sooner, that is fine, though we'd still need that long to prepare."

"We will use our time with transfer of troops and equiptment to the front and build up some barracks, airfields and the usual,  it is a snowy wasteland afterall. We'll save ourselves time and use 3 weeks ourselves on the military preprations for the invasion. It is a simple task, but we'd prefer to blitz them. We will make sure you know when to attack. And we will make sure that their main force both on ground and in the air will be stormed while they are unprepared. Your armies follow up in a walk to Ulanbaatar and other cities without much oppisition after the first waves of Aerial Assaults are peformed. That is it for now. "
