Seems anti-competitive. Your war range is 75% to 175% of your score. For people declaring on you, they do the same calculation. People will either "updeclare" or "downdeclare" by dogpiling people at the top of their range or decommissioning a tad of military to attack weaker targets respectively. Because everyone can declare on 5 people at once, and/or be declared on by 3 people at once, two main strategies exist to mitigate the danger of downdeclares. The first is to join, or treaty with, alliances that have enough members or a strong enough distribution of members to where downdeclares can be attacked by 3 people immediately, crippling the aggressors' military and enabling the underdog he declared on to win anyway, causing the guy to lose 4 wars instead of winning one. Of course, the guys attacking the guy can get themselves attacked by 3 each, so it goes up exponentially until it's a global war sometimes. But usually the first round of 'counters', as they're called, is enough. The second is the pirate strategy, which is to have a cheap military that can be easily replaced, hide all your stuff that isn't immediately necessary to fully prosecute 8 wars at once, and downdeclare like nuts for fun and profit while laughing at all the counters that try to beat their heads against a wall and try to squeeze blood from a stone.
