A Diplomatic communique by the French Foreign Ministry

Citing  We are not some pet that blindly does as its master commands." To which the UNSC is more than glad to continue this Cold War that Rokkenjim and her allies have created up. The Rokkenjima government continued to blast the United Nations as being a puppet of France and executing the French Governments demands before declaring Rokkenjima would no longer participate in the UN. Rokkenjima is entitled to withdraw, it is not like they were active anyways in any discussion or programs the UN launched. While they will be 'deeply' missed, their withdrawal will not stump global progress. 

The French Government is willing to comment on the talking-points between UNSC and CEAN. However, we reaffirm they were simply talking points which the CEAN declined to before Rokkenjima went on a barrage of diplomatic slander. The UNSC had simply asked in return for Rokkenjima's points that consisted of the UNSC not able to annex territory in Asia within the so-called 'box', nor move troops within the 'box' which also contained very vital training grounds for the French navy. The French Government on behest of the UNSC gave the following talking points. CEAN not being able to colonize outside the 'box' CEAN not being allowed to move troops out without informing the UNSC, a non-aggression pact, and any attempt to breach any terms on all sides would allow the other party to wage war. While these talks were simply beginning, without a clear mandate and without relative diplomatic fine-tunning these were also incomplete. "

"France is always committed to a diplomatic solution, but we will no longer continue diplomatic discussions with Rokkenjima on behest of CEAN and the UNSC will no longer participate."

"The United Kingdoms was asked by CEAN to present a of 'set agenda of issues before meeting' to which we provided the UNSC TalkingPoints/Main Agenda. These demands were in no way an ultimatum to CEAN and they were in no way a final-settlement agreement between the two alliances. While CEAN's offer would be To start off, Rokkenjima [Applied to CEAN] will not make any attempts to colonize a territory outside of Asia. Additionally, we will not move any military forces to places other than Asia, unless it's in defense of an ally. In exchange, we ask that the aforementioned nations [UNSC] not colonize or move military forces between the 90th east meridian and the 180th meridian, and below the 50th northern parallel and above the 10th southern parallel."

"France has been in contact with a Aguacenta over these issues, and believes not everyone in CEAN is against peaceful co-existing. However, CEANs desire to ridicule us, call us puppet-masters, and claim we have given ultimatums is not a diplomatic tone to handle these issues. The French Government has been talking with government officials in the Republic of Aguacenta, and we hope we can maintain our growing bonds between each other. The UNSC 'demands' more accurately talking points were at the request of CEAN. These Talking points which were clearly labeled as such to set an Agenda CEAN had requested. If CEAN would rather we lie to their face and come to no agreement, then we see no reason to waste our time. If CEAN wished to have had a real discussion, understood negotiations are about fine-tuning and not about crying foul of every topic that made you feel 'scared' we would be happy to have this civil discussion to find a solution. Considering we labeled our Diplomatic Message as UNSC TalkingPoints/Main Agenda, we fail to see how CEAN would get 'hurt' by our agenda when we only gave them raw information they requested. At the very least we gave them a group of points similar to Rokkenjima's 'offer' and these points were similar of nature to that of Rokkenjima. France is disappointed in members of CEAN for acted so blatantly incapable of understanding the difference between an Ultimatum and an Agenda.

Never, since the establishment of CEAN has the UNSC seen irresponsible diplomatic behavior, ridicule, and lies to be spat from an organization. Never would we expect an organization like CEAN to become a puppet of the Rokkenjiman Empire. Never would we expect CEAN to open a hand of diplomacy only to bite our hands as we agreed to meet. The United Kingdoms of France sees CEAN to be a puppet of Rokkenjima and a group of desolate people attempting to find value in stirring a conflict with The UNSC. CEAN can not claim they are seekers of peace, while they actively subvert our diplomatic initiatives, we in France support economic and social development in Asia, but will not support their false identity they are entitled to subjugate their neighbors and propagandize to the world they are peace-loving nations aiding their neighbors. CEAN has been and always will be a puppet of Rokkenjima until they show their willingness to engage in civil discourse without relying on petty insults and defaming us for 'colonization' and 'demanding ultimatums'. "

'We are going to protect the French statement, not because we signed a paper, it is because our nation wa accused of Colonialism in Asia. Now, seeing what my predecassor has done, the deals with Thailand, selling Arms and Protecting them, they have raged out of the embassy when they claimed us establishing colonies. The ideology of ours is against Colonialism, I remember from my old days working in Libya. It was just for one day as Alcohol was impossible to be found. Anyhow, the state was free and under protection of someone else who has the means to build Arms.The same is with Sri Lanka, we are protecting it, setting up defensive measurements and that is claimed to be a Colony. Thailand has refused to have talks or anything and went into the media saying that we are just the big bad wolf that grabs some nations wherever they want. We said we give every person, ethnicity or anything the freedom of writing and composing under their ethnicity. If a Kurd made a book we would not be hurt if he claimed to be a Kurd Book, everyone reads books and everyone can learn however he or she wants. Now if we go back to the topic. We were doing a lot for Thailand and they stormed out when SoE troops came to protection of the Sri Lankans and claimed it as Colonialism and didn't even want to listen. I can only say that our doors are wide open for them and the Asian Nations, ,but only when they are leaving. With these small stories said, I think the people will understand a bit on our current standpoint. The stories are very opposite on both sides. Us and France were neutral about it and done a lot to make them satisfied, we were protecting Thailand once, and France agreed to have talks with Rok, and both stormed  out, I think there is no reasoning with them for now. We've did the peaceful way, wanted to talk, but it seems like someone doesn't know how to. I think the chance for talks is over for the Asian Union with the UNSC. That is just my opinion, but seeing what France, Resoria and others have to say, it is set to be so."

Upon arrival in his office, Emiliano Cabrera, First Minister of the Republic of Aguacenta received the following communique:

FROM THE FRENCH FOREIGN OFFICE: The French Ambassador wises to speak to the First Minister over his remarks on the UNSC CEAN discussions.

After spending an inordinate amount of time fumbling with his desk phone, First Minister Cabrera was unable to figure out how to get an outside line. As is usually necessary in these situations, he has his secretary connect the call to the French Ambassador. A transcript of the conversation follows:

FRENCH AMBASSADOR: First Minister Cabrera, thank you for taking the time. I am just here to notify you that the French Government will be releasing a statement in response to yours. This is in now way a hostile-message, but to give clarity and what we saw on the events that led to negotiations failing. I was asked to inform your government the UNSC 'demands' were not ultimatums, but were talking points CEAN requested from the UNSC to set an agenda on what we will discuss.

MINISTER CABRERA:  Mr. Ambassador, we appreciate your clarification on this matter. We were most distressed to find our request for an outline of multi-party talks receive such a response. The fact that this may have been a miscommunication between parties is reassuring.

MINISTER CABRERA:  However, you must understand that any starting point of a discussion must be on terms that are fair and equitable. Any terms that restrict the ability of our Republic to defend itself and its allies, or to respond to international concerns are not only unpalatable, but not politically feasible given the domestic political concerns of the Republic.

MINISTER CABRERA:  Additionally, we hope you understand how any restrictions on the use of international spaces in contravention of political norms could be perceived as being made in poor faith. 

MINISTER CABRERA:  We are certainly open to talks with all sovereign nations, both individually and collectively. Especially if such talks alleviate tensions between our allies and those nations. We believe finding a common ground that satisfies the economic and security concerns of all parties is not only possible, but desirable.

FRENCH AMBASSADOR: I would agree, but it was hard enough to bring some in the UNSC to agree to talks after Rokkenjima led an anti-communism war that had hurt many in communist China, USSR, and SoE. While it is not the intent of the UNSC to impede the travel or rights of CEAN, their demands were of same quality; denying the UNSC access to The Pacific, territory in the region, and among other matters that the Rokkenjimas presented to us on behest of CEAN. While we understood those were talking-points, would it not be hypocritical of CEAN to say we are acting in mal-faith when we were asked to send talking points which are the bedrock to start a discussion. Would CEAN prefer we lie to them and present them soft and kind statements to get us no where, or would they like to see the harsh demands to begin the discussion and smooth the surface for an end result.

FRENCH AMBASSADOR: France is happy to work with your country, but unfortunately we will no longer be willing to negotiate with Rokkenjima and the CEAN members who believe it is their right to trash-talk the UNSC, attack our member states by calling them puppet-masters, and then cry foul to our talking-points to make it seem as if our diplomatic team issued ultimatums to CEAN. France by nature is a peace-loving and diplomatic nation. As a courtesy we wished to inform you because we a see your country among others in CEAN to be respectful and we hope peace-loving nations.

MINISTER CABRERA: The Republic is aware of no such demands made on the part of CEAN, by the Nation of Rokkenjima. Nor are we aware of any demands on the part of CEAN being discussed with the Coalition Council. We would be curious as to the content of any such communique provided by Rokkenjima on the part of CEAN.

MINISTER CABRERA: Additionally, while the nations of the East Asian Coalition are opposed to colonialism, particularly when that colonialism has the potential destabilize the region. However, we understand the rights of sovereign states to act in accordance with their economic and security interests. The exclusionary zone established in the Coalition Charter is for the purpose of protecting the peoples of East Asia in unclaimed lands from subjugation and protecting the economic well being of the region.

MINISTER CABRERA:  While the East Asian Economic Zone, as currently constituted, is protected by the East Asian Coalition to prevent political claims. This is meant to deter threats from potentially hostile powers that would seek to interfere with out collective security and economic well-being.

MINISTER CABRERA:  No portion of the CEAN charter, nor any official policy of the Coalition, forbids travel to these lands or use of the waterways or skies in the East Asian region. Nor does it prevent the deployment forces to the region. However, we trust that all nations would use sound judgment and act in good faith regarding their  overseas forces.

FRENCH AMBASSADOR: As you can tell, this was in the same spirit that CEAN asked us to these ideas. We assumed it would be no problem to send our unrefined agenda topics which Rokkenjima was persistant we provide.


FRENCH AMBASSADOR: While we wish to agree with you, the 'offer' submitted by Rokkenjima would not allow us to do some of the things you listed. France has respected the CEAN agreement because if CEAN does not colonize Europe, we have no reason to colonize Asia...However, CEAN no longer offers a diplomatic route so France must be constantly weary of CEAN's intentions.

MINISTER CABRERA: While the potential for a formal summit was withdrawn, the doors of the East Asian Coalition remain open to all those who wish discuss matters of common interest. Perhaps, in the near term it would be beneficial for any discussions between our two collectives to first flow through the Foreign Office of Aguacenta, and it's counterpart in the Republic of France. This might serve to mitigate the potential for future misunderstandings and alleviate the political tensions between some of the less agreeable partners on both sides.

MINISTER CABRERA: As it is only with continued discourse that peaceful relations between all nations can be maintained.
