Statement From the Office of the First Minister

Several days ago, our regional partners, the State of Rokkenjima, approached the nations of Resoria, the Ottoman Empire, Austrian Empire, Deutches Reich, Republic of France, and the Geth Consensus. Rokkenjima sought to alleviate tensions between themselves and the aforementioned states. These nations requested multi-lateral talks with the Coalition of East Asian Nations as a part of any negotiations with Rokkenjima. In the interest of regional and global stability, CEAN members, in a gesture of goodwill, voted to take part in multi-lateral talks and requested to presented with an agenda to guide an international summit.

Despite being greeted with nothing but diplomacy and good faith, the aforementioned nations responded with unfounded aggression. Instead of an framework for talks to alleviate tension between Rokkenjima and members of the global community, the Coalition was presented a list of demands that sought to severely curtailed the sovereignty of its members states, further destabilize the region, prevent international integration, and endanger global peace.

They are as follows: 

Condition 1. The UNSC will DEMAND all CEAN nations agree not to expand beyond the areas highlighted above [above the 10th parallel south, below the 50th parallel north, to the east 80th east meridian, and west of the 180th meridian]. 

This provision is untenable. It ignores that the Republic of Aguacenta exists beyond these borders. It would also prevents the Republic of Aguacenta from potentially offering the opportunity for inclusion of the unclaimed terrirories of the her Western Frontier into the Republic. The Republic of Aguacenta respectfully rejects this condition.

Condition 2. The UNSC DEMAND CEAN not move military troops outside of the 'box' .

This provision is untenable as it prevents the Republic of Aguacenta from deploying troops within the boundaries of its internationally accepted sovereign territory. It prevents CEAN member states from contributing to international peacekeeping and humanitarian efforts, conducting anti-piracy operations in key maritime thoroughfares, and taking part in global military exercises. It limits the rights of sovereign states to conduct military operations for the purpose of training and defense. It also tramples on the long established norm that the seas and skies, outside of established international borders and recognized buffer zones, are open to all nations. The Republic of Aguacenta respectfully rejects this condition.

Condition 3. The UNSC DEMAND CEAN uphold a non-aggression pact.

This point is moot, as the default disposition of all CEAN member-states is one of peace. We seek merely to encourage regional trade, facilitate development, maintain the sovereignty of our members, and preventing the economic, political, and social detriments of colonialism in the Greater East Asian region. As a collective CEAN have never acted aggressively as a collective toward any internationally recognized state, and has no intention to do so in the future. Furthermore, we will not let external powers govern our foreign policy, nor impinge on our sovereignty as individuals or a collective. The Republic of Aguacenta respectfully rejects this condition.

Condition 4. The UNSC deems any attempt to colonize any region outside of this territory to be an act of war.

This condition is moot. The members of CEAN, neither individually nor collectively, have never shown a pre-disposition toward global empire. The ideals that underpin the Coalition Charter reject this form of colonialism, and by collective agreement, we have consistently sought to insure that all peoples are governed in a manner consistent with local predilections. 

Condition 5. CEAN forces must notify the UNSC how many troops and the equipment being transported out of the region.

This provision is untenable. No foreign power either within Coalition, nor outside of Coalition has any right to foreknowledge about the deployment of resources, military or otherwise, into international waters, open skies, or unclaimed territories. This is especially true when such movements are conducted in accordance with international norms and historical traditions. This condition, also requires CEAN member-states, both individually and as a collective, to delay prior to taking action to respond to emergencies and protect their frontiers. Furthermore, it requires the Republic of Aguacenta to provide notification for regular movement of troops within its internationally recognized territorial borders. The Republic of Aguacenta rejects this condition.

Condition 6. If CEAN Dissolves all parties must continue to uphold the agreement.

This provision is untenable. The member-states of CEAN maintain no authority over non-members or former-members of the Coalition. Furthermore, no power has the right to dictate the internal machinations of any state, nor are they justified in subverting the sovereign will of the peoples of any other land. The principal of self-determination is at the heart of the CEAN Charter, and agreeing to this condition is antithetical to the nature of the Coalition. The Republic of Aguacenta rejects this condition.

Condition 7. Any breach of these articles will de-facto declare war on the other party.

This provision is unfathomable. The Coalition and her member-states have always sought peaceful co-existence with all nations. Additionally, diplomacy has always been the first tool of the Coalition and her member-states. The propensity for any foreign power or collective to resort to armed conflict so readily and without concern for the life and well-being of the people's of the world is unconscionable. The Republic of Aguacenta rejects this condition.

Never, since its establishment at the Peace of Westphalia, has any group of nations shown such blatant disregard principle of state sovereignty. Never, since the birth of international covenants, has a series of terms as absurd as these been presented for consideration by any state. Never, since proliferation the mores of statecraft and diplomacy has any group of nations been so hell-bent on endangering global peace. We find this type of behavior abhorrent. This is not the time of Thucydides, and this type of discourse has no place in international society. No sovereign state could agree to these terms in good conscious. The Republic of Aguacenta wholeheartedly condemn these 'requests' for what they are, nothing short of an attempt at extortion.  

Despite this affront, should these nations decide they wish to pursue talks to encourage the peaceful development of the global community for the betterment of mankind, we remain open and willing. In the interim, we will continue to stand by our international partners, we will continue to encourage economic and social development in East Asia, and we will continue to denounce the horrors of colonialism.
