MINDFUL of the existence of mutual interests and common problems among countries of East Asia.

DESIRING to establish a firm foundation for common action to promote regional cooperation in East Asia in the spirit of equality and partnership and thereby contribute towards peace, progress, and prosperity in the region;

WE DO HEREBY DECLARE: 

FIRST, the need to establish of an association for regional cooperation among the countries of East Asia.

SECOND, that the aims and purposes of the association shall be:

  1. To accelerate economic growth, social progress, and cultural development in the region through joint endeavors.
  2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region
  3. To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
  4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
  5. To collaborate more effectively for the greater utilization of agriculture and industries, the expansion of their trade, the improvement of transportation and communications facilities, and the raising of the living standards of their peoples;
  6. To maintain close and beneficial cooperation with existing international and regional organizations with similar aims and purposes

THIRD, that to carry out these aims and purposes, the following machinery shall be established:

  1. An initial meeting of Foreign Ministers and Heads of State in the city of Tokyo in the nation of Rokkenjima to discuss the principles and its machinations of such an organization.
  2. Thereafter, a recurrent meeting of Foreign Ministers of member states of the organization and associated states. Of which, location and chairmanship shall rotate through the member nations. Special Meetings of Foreign Ministers may be convened as required or requested by the member states of the organization.
  3. A Standing committee, under the chairmanship of the Foreign Minister of the host country or their representative and having as its members the accredited ambassadors of the other member countries, to carry on the work of the association in between Meetings of Foreign Ministers. Ad-Hoc Committees and Permanent Committees of specialists and officials on specific subjects on an as-needed basis.
  4. A National Secretariat in each member country to carry out the work of the association on behalf of that country

FOURTH, that the association is open for participation to all States in the East Asian Region subscribing to the aforementioned aims, principles and purposes.

...and so it is with great pleasure that the honorable representatives of Republic of Aguacenta and the sovereign state of Rokkenjima hereby invite the governments of the peoples of Greater East Asia to assemble at a conference to be held in the city of Tokyo in Rokkenjima.

The conference will be facilitated by the Foreign Office of Aguacenta and the Foreign Ministry of Rokkenjima in collaboration with their counterparts of all nations attending. The working language of the conference will be English. Attending delegates will be required to provide their own translators if need. 

The purpose of the conference is to discuss the social, economic, political, and diplomatic future of region with the goal of forming a Coalition of East Asian Nations. A working charter for the Coalition will be provided. Delegates will discuss and amend this document as necessary so that it is mutually agreeable to potential member nations.  

We call upon all nations of the region to join us in the spirit of friendship and diplomacy.

The nations of Greater East Asia heeded our call and met us in the city of Tokyo to discuss the future of the region. Utilizing the virtues of statecraft and diplomacy, we arrived at an agreement. It is with great pride I present to you today, the Charter of the Coalition of East Asian Nations.

Charter of the Coalition of East Asian Nations

Article I: Principles

The Principles of the Coalition of East Asian Nations shall be:

  1.  To maintain and enhance peace, security and stability and further strengthen peace-oriented values in the region;
  2.  to enhance regional resilience by promoting greater political, security, economic and socio-cultural cooperation;
  3.  to create a market and production base which is stable, prosperous, highly competitive, and economically integrated;
  4.  to enhance good governance and the rule of law
  5.  to develop human resources through closer cooperation in education, science and technology.
  6.  to enhance the well-being and livelihood of the peoples of East Asia.
  7.  to maintain the centrality and proactive role of CEAN as the primary driving force in its relations and cooperation with its external partners 

Article 2: Political and Economic Obligations 

In proliferation of the principles enumerated in Article 1, the nations of CEAN to hereby agree:

  1. to respect for the independence, sovereignty, equality, territorial integrity and national identity of all CEAN Member States;
  2. to a shared commitment and collective responsibility in enhancing regional peace, security and prosperity;
  3. to the renunciation of aggression and of the threat or use of force or other actions in any manner inconsistent with international law;
  4. to the reliance on peaceful settlement of disputes with CEAN Member states;
  5. to non-interference in the internal affairs of CEAN Member States respect for the right of every Member State to lead its national existence free from external interference;
  6. to the use of enhanced consultations on matters seriously affecting the common interest of CEAN;
  7. to the adherence to the rule of law and good governance,
  8. to uphold international law;
  9. to respect for the different cultures, languages, and religions of the peoples of CEAN;
  10. to adherence to multilateral trade rules and the elimination of all barriers to regional economic integration.

Article 3. Military Obligations

  1. All parties to this treaty agree that an armed attack against one or more of them in the area of Greater East Asia shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defense will assist the party or parties attacked by taking forthwith, individually and in concert with the other parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Greater East Asian area.
  2. All parties to this treaty agree that in the event that one or more of them take offensive military action for the purposes of preventing the expansion of hostile powers external to the region, maintaining the openness of trade-routes and markets, or protecting life and integrity of the peoples within the area of Greater East Asia, they may, in accordance with their established national laws, render assistance as they deem necessary.

Article 4. Foreign Exclusion

  1. All parties to this agreement assert, as a principle in which the rights and interests of the nations of Greater East Asia are involved, that the territories between the 90th east meridian and the 180th meridian and below the 50th northern parallel, by the free and independent condition which they have assumed and maintain, are henceforth not to be considered as subjects for future colonization by any powers external to Greater East Asia

Article 5. Members

  1. The Member States of CEAN are the Republic of Aguacenta, the Nation of Rokkenjima, the Nation of Salazarstan, and the Kingdom of Thailand.
  2. Member States shall have equal rights and obligations under this Charter.
  3. Member States shall take all necessary measures, including the enactment of appropriate domestic legislation, to effectively implement the provisions of this Charter and to comply with all obligations of membership. 

Article 6. Council of East Asia

  1. The Council shall be composed of the Minister responsible for Foreign Affairs of each Member State, or their designated delegate. 
  2. Each member of the Council shall be entitled to one vote on any particular matter.
  3. Initiatives and agreements relevant to the region of East Asia may be presented to the Council by any CEAN Member State.
  4. Initiatives and agreements relevant to the region of East Asia shall be discussed for a period of one week. Longer discussion may be allowed if motioned by a Member State, and approved by a simple majority of all Member States.
  5. After due consideration, initiatives and agreements shall be subject to a vote of the Council.  An initiative or agreement will be enacted if approved by at least 2/3 of the CEAN member states.

Article 7. Additional Members

  1.  Any state may apply for associate non-voting membership, and approved by a simple majority of the Council of East Asia.
  2. Full voting membership shall be limited to nations meeting all of the following criteria:
    • Within geographical region of East Asia
    • Recognized by all CEAN Member States
    • Agreeing to be bound by the CEAN Charter
    • Having the ability and willingness to carry out the obligations of membership.
    • That have requested entry into CEAN and were approved via Article 7.3 and 7.4.
  3.  Requests for admission as a full voting member must be approved by 3/4 of the Council of East Asia.
  4.  An applicant for associatie or full membership shall be admitted to CEAN once the Council of East Asia has met the necessary voting threshold and the applicat state has completed domestic ratification of the Charter as a component of its body of laws. 

Article 8. Sanction & Removal

  1. The Council of East Asia may, by 2/3's vote, enact political, social, economic, or military sanctions against any member state for violation of the principles of this document at the request of one or more of CEAN's member states.
  2. The Council of East Asia may, by 3/4's vote expel any member state for egregious violation of the principles of this document at the request of one or more of CEAN's member states.
  3. A member state may resign its position in the Coalition of East Asian Nations by posting an official statement via diplomatic channels which notifies other CEAN member states of their withdrawal.
