Speaker of the House of Representatives Ban Ki-moon opened the First Joint Session of the 2nd United States Congress. The session was held to discuss the change of Foreign Policy Guidelines. 

"United States' peaceful rise" or sometimes referred to as "United States' peaceful development" is an official policy in United States proposed by President Lee to the Congress. The term was implemented to rebut against the "threat theory".  As United States engaged for a great political, economic and military arena, United States wanted to assure other countries that its rise will not be a threat to peace and security. United States implements this policy by internally harmonizing its society and externally, promoting a peaceful international environment. It seeks to characterize United States as a responsible world nation, emphasizes soft power, and vows that United States is committed to its own internal issues and improving the welfare of its own people. The term suggests that United States seeks to avoid unnecessary international confrontation.

In President's speech he pointed out that in the past and now, a rise of a new power often resulted in drastic changes to global political structures, and even war (i.e. the hegemonic stability theory in international relations). He believed that this was because these powers "chose the road of aggression, expansion, and intervention which will ultimately fail." President Lee stated that in today's new world, the United States of Asia should instead develop peaceably, and in turn help to maintain a peaceful international environment.

The term is used primarily to reassure the nations of World that the rise of the United States in military and economic prominence will not pose a threat to peace and stability. The doctrine emphasizes the importance of soft power and is based in part on the premise that good relations with its neighbors will enhance rather than diminish the Comprehensive National Power of the United States. The effectiveness of this doctrine has proved by Peaceful Negotiation with Arloskva which ended the tension with United States and solve the main problem of White Arloskva Policy (WAP). 

The Five Strategies to a Peaceful Rise 

The Federal Government of United States issued a white paper defining the United States' peaceful development strategy in theory and in practice. It has five chapters:

1. United States is the largest developing country, and economic development according to globalization is our main goal. United States seeks a multipolar world rather than hegemoney, and seeks relations with other countries based on the Five Principles of Peaceful Coexistence.

2. A peaceful international environment is essential for our development. Our development is a major part of global development, as United States has factored in world gains in poverty reduction, and strives to reduce its energy consumption. 

3. United States will develop according to science. It will develop its domestic market and pave a new path to industrialization that is cleaner, and makes more use of information technology and innovation by exploiting its human capital through education.

4. United States will remain open to the outside world for trade. It will promote and support regional integration through Free Trade Area. It will address trade and exchange rate conflicts on an equal footing with other countries. United States will invest abroad and maintain its large labor force and exports for use abroad.

5. United States will promote "democracy in international relations"; with countries interacting on an equal footing through dialogue and multilateralism and not coercion. United States will promote the full participation of developing countries in international affairs, and also help them develop themselves. There should be trust and not a "Cold War mentality", and arms control and disarmament should be pursued. United States will resolve its disputes peacefully.

In case of maintaining relations the United States Congress revised the Foreign Relations and Diplomacy Act by adding Five Principles of Peaceful Coexistence as a primary guidelines of US Foreign Policy. 

Five Principles of Peaceful Coexistence

1. Mutual respect for each other's territorial integrity and sovereignty.

2. Mutual non-aggression.

3. Mutual non-interference in each other's internal affairs.

4. Equality and cooperation for mutual benefit.

5. Peaceful co-existence.
