Willingness to go on the "offensive" and pre-empt in certain situations should also be considered, as well as past fighting record (in terms of surrenders etc...), as well as length of time they have been reliable...

I think the fairest way to measure this is some mixture of willingness/capability to fight offset by how much trouble they're likely to get you in.

 

In that respect I think Cornerstone. They're happy to help you: they're not the biggest fighting alliance (though they do improve each go around), but, most importantly, they never get you into trouble, period.

 

 

If the trouble you're talking about is getting your alliance into war, then I hope our allies start getting us in trouble all the time.

From a Paracov perspetive BK was pretty much a TS puppet who put one treaty over two. (Rose and UPN), while BOC betrayed the sphere twice and surrendered early in two wars.

I would say Syndicate if I included their importance beyond the numbers and their war capabilities. While I greatly respect Mensa in the military arena tS's influence and political prowess makes it overall one of the best allies to have.
