If you simultaneously nuke every continent, global goes up by 6R and continent-specific radiation goes up by 5 R, for a total increase of 11 R. In order to wipe out food production globally, it would require 91 nukes to go off on every continent, or a grand total of 546 strategically-detonated nukes. As a nation can declare war on up to 5 opponents at a time, this means that 110 nations (out of 408 nuclear-capable nations) working in concert could completely wipe out food production for the entire game. If, instead, you wanted to completely wipe out production just on one continent, it would require 167 nukes, which could be launched simultaneously by only 33 nations.
