Usually, a minority of militants might be stationed within their nation's city during wartime, unless troops are surrounding the nation's borders. A missile hitting and killing soldiers in the field would be dumb as soldiers are general spread out. But PW missiles aren't MRLS, they're one big missile What I mean is, it would be like the descriptive text for spy attacks on soldiers, it says you detonated an explosive in a barracks.
