A small nation just getting up on its feet spends some of its budget building a bridge on the road between its capital and newly-founded second city. Then a larger nation comes along and says "Hey, I like that bridge. I'll buy it off of you for 'bout tree fiddy." If you keep a special city down on infra just to sell cheap infra, then you could get 100 at 30k over and over again. However I doubt average price will be so low otherwise infra will sell out completely. I believe this is just another way also to make large nations even larger, and small nations much smaller. How to abuse: Build new city Sell 100 infra chunks from said city to friend on alliance market who sells it back to you. 100 cheap infra onto 100 expensive infra city.
