Bet a bunch of you thought we were dissolving, eh? No, the truth is much, much worse…. January 10th, 1716 Amsterdam, the Dutch Republic The previous year began with great promise, and saw the Company grow and expand as never before, moving into new markets, and acquiring a great many new assets, from territory in the Pacific, to bigger and better ships with the men to crew them, capable of spreading commerce across the globe. However, of late our fortunes have taken a darker turn, with setbacks in military campaigns thought sure victories, and the losses in a range of areas, from destruction and degradation of resource producing areas in the East Indies, to the weakening of formerly secure trade monopolies. These have combined to diminish our once limitless financial resources, and as the world changes, so must the Company. Having accomplished all he could for the Company during his second tenure as Chairman, Clarke today announced his resignation, effective immediately, to the Board of Shareholders at a meeting in Amsterdam. To replace him, the shareholders have selected TheNG, a career official previously involved in the finances of the Company, and who will temporarily retain command of his previous position within the Company until a successor is found. Bribery and other underhanded methods are suspected in the decision, and it has been met with anger and several revolts at various Company properties. In comments after his appointment, TheNG expressed his intention to “Increase profitability by any means necessary, no matter the human cost.†In other news, with many in the Company calling for change, the decision was made to update the Charter of The Dutch East India Company, to better reflect new practices and changing times. As thus, the Charter has gone through its most significant set of revisions ever, including setting up additional advisory groups to oversee Company activities, even the illegal ones. In addition, the Board of Officers has been dissolved, and has been replaced with the Batavia-based Council of the Indies, which expands and empowers the bureaucracy that manages many of the Company’s assets and territories. A provision submitted by TheNG to replace the Chairman position with “Supreme Dictator for Life†was narrowly excluded. Anyway, DEIC has a new Chairman and charter, plus some new faces in gov. Yay. If you're feeling lazy, a non-cursive version is below The Charter: Preamble The Nations of The Dutch East India Company alliance, which come together and unite in order to ensure a place of security, growth, camaraderie and expansionism, have adopted this Charter. Article I - The Dutch East India CompanyThe Dutch East India Company is an expansionist republic. It is guided by the goal of economic success for all member nations. The Dutch East India Company is also known as Vereenigde Oost-Indische Compagnie (VoC) which is the translation of the company in Dutch.Article II - ChairmanThe Chairman is the leader of The Dutch East India Company. The Chairman is responsible for the well being of the alliance and has the power to push forward agendas with the support of the government and the advisory board of The Dutch East India Company. The Chairman is required to produce a bi-weekly update report about the alliance for the general membership. The Chairman may also select a government member to prepare the report on a temporary basis if they so choose.The Chairman leads until he either resigns or is impeached. If the Chairman resigns, he will appoint his new successor. If the Chairman is impeached, then the The Council of the Indies must come up with a pool of candidates consisting of no less than 2 and no more than 4. The impeached Chairman will also be a candidate if he chooses. An election will then be held which shall last 48 hours and the candidate to get more than 50% of the votes shall become the Chairman. In the event no candidate gets enough votes, a runoff election will be held between the two candidates who received the most votes.Article III - The Council of the Indies:The Council of the Indies consists of 4 Councilmen and their deputies who oversee four departments: Defense Finance Foreign Affairs Internal Affairs The Councilmen assist the Chairman in leading The Dutch East India Company in accordance with his wishes and what is best for the alliance. The Councilmen are appointed to their positions by the Chairman. If the Chairman is away or unable to be reached, the Councilmen and their deputies may make decisions in his stead by passing with 75% of the votes on actions. Should the Chairman be acting against the interests of The Dutch East India Company, or acting against the spirit of this charter, or inactive without notice for longer than 7 days, the Councilmen can impeach and remove the Chairman by passing with 100% of the vote. It is the responsibility of the Councilmen and their deputies to ensure their respective departments are running smoothly and are operational, the Chairman may also assist in each department whenever necessary. The Councilmen may have 1 - 3 deputies in their departments to assist them in running the department efficiently and up to standard, any powers the deputies have are given to them by the Councilmen of their respective department. The Councilmen have complete control over who becomes a deputy in their department so long as the Councilmen are making the decision to add or to remove a deputy in the best interest of their department. Deputies are expected to follow the duties assigned to them by their Councilman to the best of their abilities. Deputies can voice their views in government affairs whatever the nature of the topic. Article IV - The Advisory Board: The Advisory Board is a group within The Dutch East India Company which advises the government on key decisions of the alliance both internally and externally. Advisers can make suggestions for the government to follow. The group has special access to all government forums and channels of communication. All Advisory board members are able to cast their voice/vote along all other government in decisions which affect the alliance. The board consists of permanent advisory members and temporary advisory members. Permanent advisory members are Dutch India Company nations which have served as Chairman of the alliance or a long-standing Councilman and still remain in the alliance. Temporary advisory members are nations within the alliance who have insight to offer the alliance regarding decision making and alliance directions, these members are chosen by the permanent members with 100% agreement. If only 1 or no permanent advisory member(s) exist then the chairman will be the other voice in adding temporary advisers. If an advisory board member becomes a part of the government then they will no longer be an adviser until they’re out of government. The board of advisers have no official power and only answer to the Chairman. Board of advisory members may be promoted by the chairman and councilmen to temporary government positions be it councilman or deputy in times of emergency should the need ever be required. There can only be three temporary advisers on the board at any one time. Article V - Membership: Any nation who agrees to abide by and accepts this charter and pledges its loyalty to The Dutch East India Company shall be admitted into The Dutch East India Company, so long as they: 1. Are not a member of another Alliance 2. Are not involved in any illegal offensive wars 3. Are not blacklisted by another alliance 4. Have their national color as Orange or whatever color the alliance is on at the time The Chairman can waive any of these requirements for nations applying, as well as reject nations that do meet them, at his discretion. Admittance of a nation with defensive wars and offensive wars requires the Chairman's and Internal Affairs approval. Member nations are bound by an oath of confidentiality and may not reveal internal or confidential information regarding The Dutch East India Company to any party outside of the Company. This oath remains in effect even after the member nation ceases to be a member of The Dutch East India Company and is effective from the moment its ruler is granted membership into the company. Any member of The Dutch East India Company is automatically a part of the General Membership and has the inherent right to voice their views. Any member nation found to be in violation of this Charter, the Company Oath or any other law of the Company or the spirit inherent therein shall be subject to punitive actions. Article VI - Amendments to the Charter: Any member of The Dutch East India Company may submit a motion to amend the Charter to the General Membership. Discussion will follow for the next 72 hours. At the end of the 72 hours, a poll, which will last 48 hours, shall be held to decide whether it is adopted. If it receives support from 75% of the General Membership who voted, and at least 25% of the General Membership voted, it shall be adopted. Article VII - Raiding The Dutch East India Company allows the practice of raiding, Dutch East India Company members may raid any nation not in an alliance or any nation in an alliance of 10 or less members with no political connections to other alliances be it written treaties or paperless treaties. Any raid on a nation outside those parameters will be in violation of the expected conduct of the company’s members and that member will be liable to repercussions.
