Shuriken has a new Charter.

Greetings denizens of the Planet of Orbis, my fellow depraved friends, furred and fur-less.  I present to the world the work of the alliance known as Shuriken, with its continuing efforts to better itself for our members, and for the purpose of our friends and neighbors.  Tonight, I bring to the world, my alliance's revised charter, that has been hashed out and brought about.  Without further adieu:

 

 

Charter of Shuriken

Article I: Membership, Admittance, and Requirements.

Any, and all nations are welcome to join Shuriken, at any time, providing they agree to abide by the rules and regulations set forth in the Alliance Charter and meet the following requirements:

➢ Must be on the Red or Beige Sphere at or shortly after being admitted.
➢ Must not be engaged in any active wars, raids, nor have any active and on-going embargoes against any other nation(s), unless discussed with the Head of Internal Affairs and/or Chairmen.
➢ Must be willing to participate in an active community.
➢ Must be willing to uphold and defend the honor of Shuriken.

The Minister of Internal Affairs and/or Chairmen retain the right to refuse entrance into the alliance, by any applicant nation, for any reason, when such admittance would bring harm, and/or affect alliance cohesion. 

Article II: Alliance Rules

All members of Shuriken are required to abide by all alliance rules unless they receive special permission, for whatever reason, from a Chairmen or the Minister of Internal Affairs. If the following rules are broken or deliberately manipulated by any member, he/she will be punished accordingly even up to the point of removal from the alliance.

➢ All actions of a member should reflect the desire to benefit, not endanger, the alliance.
➢ Members are to be respectful to all fellow members, government officials, alliance allies, and alliance enemies.
➢ Members must show obedience to orders given to them by any Chairman, Minister, or Officer. Any disputes over received orders should be immediately relayed to the current Minister of Internal Affairs and/or Chairmen.
➢ Members must not take an unfair advantage of fellow members
➢ Members must conduct themselves in an honorable way in any type of situation.
➢ Members will not raid any other nation currently in an alliance, no matter the perceived inactivity, unless first brought to and allowed by the current Minister of Internal Affairs and/or Chairmen.
➢ Members will protect any fellow member if at all possible.
➢ Members will obey the current Minister of War and commanding officers in the event of an alliance or world war.

Article III: Government Roles, Descriptions, and Duties.

The Governing body of the Alliance shall consist of Chairmen, Ministers, and subordinate Officers. Below are each government role with their corresponding description and duties. 

➢ Chairmen
Chairmen are the leaders of the government within the Alliance. Chairmen ensure that each member of the current government, Ministers and Officers, comply with the rules of the alliance and fulfill their duties to the best of their ability. Should an event occur where a current government official is determined not fit for duty, Chairmen have the power to remove them from office. Should a vacancy arise within the government, Chairmen are tasked with the duty of finding a suitable replacement. Chairmen also have to power to overturn any action of a Minister or Officer if they determine that the actions of a Minister or Officer were not in the best interest of the alliance. Chairmen are allowed to be a public voice for the alliance in order to inform Orbis of any information they feel needs to be disclosed.

➢ Minister of War
The Minister of War is the head of the alliance military. The Minister of War shall raise, maintain, instruct, and oversee the military arm of the alliance. During peacetime, he/she will ensure the security of every nation in the alliance. This includes providing resources and advice to any nation raided as well as organizing anti-raiding operations. In the event of a war, the Minister of War will determine targets, ensure defense, organize military operations, and ensure victory. The Minister of War shall retain the right to hire, or dismiss, Officers to fulfill tasks and duties in his/her department as long as said Officers are not harming the alliance in any way.

➢ Minister of Foreign Affairs
The Minister of Foreign Affairs represents Shuriken to the world of Orbis. He or she is in charge of all diplomatic relationships. The Minister of Foreign Affairs shall write and initiate protocols for the creation of new treaties with other alliances. While the Chairmen act as a figurehead of the alliance, the Minister of Foreign Affairs shall at times make announcements that generally inform the world of Orbis about current alliance events and movements. The Minister of Foreign Affairs will also be responsible for creating and participation in embassies of other alliances.

➢ Minister of Internal Affairs
The Minister of Internal Affairs is in charge of a variety of different aspects that make up the alliance. The Minister of Internal Affairs works to ensure that all members of the Alliance are in compliance with the laws of the alliance. He or She will also be in charge of educating all nations in order to ensure maximum growth and success and ensure that the alliance community is healthy and members are able to create positive relationships with their fellow members The Minister of Internal Affairs shall retain the right to hire, or dismiss, Officers to fulfill tasks and duties in his/her department as long as said Officers are not harming the alliance in any way.


➢ Minister of Economics
The Minister of Economics is in charge of the economy, bank, resource-trading, and funding programs of the alliance. The Minister of Econmics shall retain the right to hire, or dismiss, Officers to fulfill tasks and duties in his/her department as long as said Officers are not harming the alliance in any way. Furthermore, the Minister of Economics shall work with the Minister of Internal Affairs at any time or place when both Departments intersect such as for nation economic education. In the event of war, the Minister of Economics shall work closely with the Minister of War to ensure all nations are properly armed and defended.


➢ Minister of Recruitment
The Minister of Recruitment will be in charge of informing others of the opportunity to join the alliance. He or she will be in charge of alliance ads if he or she deems it necessary to have them. He or she will also be allowed to message new nations, nations without an alliance, and nations that are seeking entry into the alliance to give details on what the alliance has to offer as well as what is expected of members. He or she will not be allowed to poach members from other alliances.

Article IV: Amending the Charter.

Any member of the Alliance shall retain the right to put forth any proposal for the change, alteration, addition, or subtraction, of the Alliance Charter. Such a proposal will then be voted on within the government. In order for the proposal to become law, the resulting poll in favor of the proposal must reach a simple 50% + 1 majority. If such a majority is reached, then the proposal will be considered to take immediate effect.
