I originally was thinking inspired by the problems/opportunities of a game called Pathfinder: Kingmaker on steam. I tried out out Nation State, yeah similar to that, what I like is this game has build up and actual war. The Issues feature is engaging though on Nation States.
1. Good question. Possibly minor temporary buffs or debuff based on your choice that are still worthwhile.
2. I would assume it's something you build on, start with say 100-250 problems/opportunities as a total pool, and add more in following updates.
3. Would only be a single issue to decide on every 2 hours, not sure that would exhausting.. Maybe every 3 turns instead?
Problems/Opportunities feature
•Every turn a random issue arises to solve or take advantage of via 3-4 options to resolve the issue, with various minor consequences/benefits.
•Would be great for roleplaying your nation and having a ongoing history of your nations policy decisions and their outcomes. Would add a fun narrative basically, separate from messages and war.
•Possibly have some of these national issues specific to the Government Type chosen and/or Policies selected.
