What is the downside of having offshore banks?

Having some sort of security measure prevents people from simply losing a big portion of what they earned over time. People like arrgh would just declare on some inactive person, let themselves be beaten down but while beiging the target and getting the alliance bank loot.

Also it would encourage people to simply put multiple banks together and have a handful people watch over it.

But removing the bank loot entirely also discourages people from actual raiding as most of the resources would be untouchable. 

I'd say if you have to do it, tweak the percentages a bit down so a single raid doesn't immediately give away millions of resources.

But leaving it as it is for now and figuring out other solutions might be the better approach in this case.
