We've begun capturing the advanced aircraft of the Metaboard to further develop our own air capabilities, and believe we will be able to develop one of the more capable multi role fighters, and our navy is being expanded dramatically with more advanced technology. Thus, our primary concern comes to ballistic missile threats. Primarily, long range ones, given that shirt and medium would fall into the realm of naval threats for our nation. As such, we are beginning the Arrow program for missile interceptors. The intent is to be able to defend against ICBMs and standard long range cruise missiles. Would Prussia be interested in developing the Arrow alongside the Japanese Empire?"

As the capital itself burned in a nuclear fire, wiping out the life and bringing even the tallest building crashing down, Japanese forces would surge over to Chugoku, Shikoku, and the Okinawa island chain. Strike Group 2 and 3 would move South and jam the islands communication, while F-22s were launched from the southern airstrip to watch over the vessels. The 11,000 Infantry and 3 armored divisions poured onto the islands, disarming the population and securing key zones. The baffled local populace merely accepted the takeover, with nearly 47 Metaboard officials being arrested and shipped over to the capital of Kyoto for trial. Though some sparse fighting occurred and 24 men does with 37 wounded, the islands themselves were under the Japanese Regime once more. Meanwhile, a group of nearly 14 intelligence teams were dispatched to capture and return over 40 to officials of the Metaboard and 153 lesser officials. This was to accomplish two things; get justice for the illegal seizure of the Japanese territory, and ensure the local population of the Metaboard homeland was more compliant with the Japanese force whose goal was to de-arm the Metaboard.

"We Wil, of course, purchase the 15,000. However, surely there's a way to create up to 213,000 within the next 3 years? Automating our facilities is vitally important to the expanding needs of the Japanese Military. We would be willing to pay 1.5x market costs to ensure the mass production of that capacity?" The Emporer would prod, an emotionless smile being maintained.

After entering the room, the Emporer would begin to speak once more. "In regards to dealing with issues such as that, the most important asset is intelligence. I would advise embedding Intel operatives to find out supply routes, critical locations, and important leadership. Sometimes a nation shouldn't fight a criminal entity toe to toe, but mitigate losses by gradually eliminating the criminal enterprise. I'm glad to hear that an improved model exists, and as stated, automated labor that can work around the clock is needed for our shipyards. It would also be ideal for our aircraft manufacturing plants as well. We would need an overall unit number of around 213,000, however."

"I believe working together to be vitally important. As of now, we have begun conducting a series of operations to eliminate the Metaboard as a threat, swarm the corporation, and resecure the two southern Japanese islands. We also intend to arrest more than 200 of their officials for the illegal seizure of Japanese territory. We must ask if this will bother you, prior to moving forward?"

The officials would shake their hand and engage in the idle chatter as the Emporer would begin moving towards the upper area. "The goal of the Japanese Regime, is to retake the traditional Japanese territory, as well as ensure our security through power projection in the Pacific. As long as Prussia can respect those goals, I do not former us encountering issues."

"Very well. We would be interested in discussing purchasing the androids to out then to work in government owned shipyards. As it stands, we're forced to privatize the labor, and I would much prefer an alternative. In regards to our nation's relations and interests, we would be interested in discussing these things with you."

With the metaboard refusing to give back the traditional Japanese islands, one of the ballistic missile subs would be moved to a few hundred yards away from the shallow depths of the coast, where it's launch bays would open. As this vessel did so, 2 Trident-II nuclear warheads would sail at exceptional speeds towards the capital. The warheads would be too close for the early warning system to effectively engage, as the MRIV warheads would reach a few miles above the city in question, fall to 13 individual warheads each, and rain down towards the city below.

.:Classified:. Sea trials for the Tiger-class arsenal ship have begun, with the hull finally being completed. Although the armament hasn't been integrated into the vessel, it still has the base design of the future class of ships. Having said that, the 6 MK-57 vertical launchers for the ballistic missiles have already been attached, along with the prototype LaWS design. Reports indicate it had some difficulty leaving port, with the inexperienced captain attempting to maneuver the vessel like a typical cruiser, the arsenal ship is bulkier in design. Once on the sea, the ship itself was able to effect fly sail into the deep waters of the ocean, thus passing it through the Department of Defense to begin mass construction. Projections indicate the intent to add 3 of the cheaper 630 million credits vessels to each strike group to ensure overwhelming firepower. Though the vessel still has a ways to go, and must undergo shock trials and weapons tests. As such, the venture is expected to be astronomical in cost, and 1/3rd of the R&D Budget will be moved towards developing this new weapon.

The most viable solution being the aircraft carrier. It is critical that we focus on the development of the next generation of carriers." The admiral began, as he was interrupted by general Megumi Nagasawa. "The primary goal for the navy, as established by Emporer Tanaka himself, is to secure the Pacific as our strategic operation zone. As such, aircraft carriers are not neccessary. Having some is, of course, vital. However, the idea of building artificial islands, as described in these documents, is a more practical application with reduced costs. We can strategically place them to ensure our air force can operate within any part of the Pacific without issue. Surely, our primary focus, at least with the navy, should be the addition of arsenal ships, as well as the potential AI nuclear submersible. Utilizing the information found here, we can conclude that a basic design for a nuclear powered attack sub, utilizing a modernized Cheetah-class sub, we can extend the reactor portion of the hub to add a standard nuclear reactor for 97 million. By eliminating the crew quarters, and dining area, we can add an automatic loader with a payload of around 30 missiles, while adding a maintenance hallway and insulating in case of water. The estimated cost of one of these subs would be 475 million. Projections indicate we need a minimum of 650 F-22 fighters to effectively project our strength on a global scale, with an ideal number of 1,100. Now that kind of production can't be done in 2 or even 3 years. To reach the 650, it would take us 4 years of consistent production. Creating airstrip on artificial islands will allow us more room to operate, but if we don't have the aircraft to do so, it will ultimately be irrelavent. I suggest 25 billion be devoted to the production program to ensure we can outfit our Air force with the neccessary tools safeguard the Pacific." She would explain to those sitting before her, unflinchingly. "Once more, a neccessary go we must achieve. The approved budget to reach the 650 F-22 capacity is approved. Once completed, this group shall discuss the merits of additional production." The Director arbitrated, before moving to look at the Council of Generals. General Natsuki Imamora would stand up, and a dress the coalition. "It is apparent to all of us that the M1A2 is becoming increasingly outdated. A replacement must be found if the army is to keep pace with the modern nation's. Additionally, the standard issue type 62 has become obsolete, and a new alternative must be found. The ideal replacement that we've found is the NGSAR. The purchase to outfit the JSDFA would cost us 2.1 billion. The cost of the first aidspray that's been approved would be 10 billion." "That doesn't seem unreasonable, and keeps the costs within acceptable parameters. The budget will be approved, but an alternative to the M1A2 must be found, before the tanks are cycled into retirement in 4 years." The director announce, before turning his head to Director of Intelligence, Emi Kido. "I'm not one for theatrics, but our cyber security division is lacking, and I strongly encourage the investment into the education of these hard skills in each branch. Additionally, Id like a budget of 21 billion to focus on hardening critical infinfrastructure such as power plants, telecom centers, water treatment plants, recycling centers, and other basic functionality. Securing pur nation against all threats is critical, even the threat to non-military targets." The Director of Intelligence would explain curtly,before sitting down and appearing disinterested. "Very well, I think that can be arranged. Are there any other matters that we need to discuss? ..... Alright, then the allocated budget is 151 billion of the 340 billion budget. As such, 30 billion will be reserved for research and development, 19 billion will be to maintain the standing Japanese Military, and the remaining 140 billion will be saved for use of the need requires, or repaid to the citizens during their tax return."

An email would pop up in the Umbrella corporate office. The email would provide confirmation that the terms had been accepted, and the intended deployment numbers. The numbers would consist of 2 infantry regiments(Total of 6,400 soldiers), an armored division(75 M1A2's, 20 MOWAGs, and 5 Abbots), and 3 airborne squadrons(6 F-22s, 60 F-16s, 3 B-2As, and 18 Apache Helicopters.).

In an effort to further spur Japan forward, a series of 3 military communication satellites, as well as 11 intelligence satellites, would be launched into orbit within the next 433 days. Additionally, the Japanese regime would begin establishing the SOSUS network up to 1,500 miles off the Japanese coast. The intent was to establish a web of surveillance and communication to further consolidate control in the Pacific theatre. While Japan may have a limited navy, the intent was to have no less than 8 strike groups within the next 2 years. Producing most ships requires a mere few months, ultimately the main reason strike groups take so much time, is a result of producing aircraft carriers. For the time being, the Japanese Regime will export the carrier production to develop it's surface fleet, focusing on producing standard surface combat vessels as well as ballistic missile and attack submarines. Ultimately, using the poets on the Chinese coast and on the mainland of Japan, the Japanese Regime could produce 4 strike groups each year. The Military Research division, however, was hard at work producing the fifth generation stealth Aircraft, as well as the arsenal ships that would serve to overwhelm traditional carrier groups. The satellites themselves would cost a total of 15.3 billion credits, leaving 139.7 billion left unallocated in the annual budget.

"That shouldn't be an issue, Mrs Wong. We are privatizing our entire healthcare system. As it is, it's becoming a bit of a mess with 43 companies making bids for various hospitals and clinics. The ban would be removed to allow you to place bids on the contracts. We would be open to having unrestricted tourism visas with Umbrella nationwide."

"I believe the Emporer would be satisfied with that agreement. I will, of course, need to verify. I can have an official response from him within 3 days." The representative replied, extending his hand for a handshake with the conclusion of the neeting.

"The Japanese Regime does not need the aide of a foreign power to act. The arrogance shown by your nation has insulted the honor of the Japanese nation. In the future, I would encourage you to cultivate relations before blindly pledging your support to a foreign power. We do not need your aide, nor would we accept it."

"At this time, I believe Japan would be able to agree to those terms so long as at the end of the 99 day contract, we can discuss removing the military occupation. Allowing you to fulfill your obligations, while also allowing us to regain our province back. You would be given administrative control over the territory, as well as police it; but in terms of military control, it would fall back on Japan and her people. Would this be agreeable?"

The man would look at her, and then begin to speak; "I've been authorized to speak on behalf of Japan. The tea ceremony will begin shortly, and after that we can begin discussing the tensions between our two parties. " As he said this, a number of dishes would be brought out before the Umbrella representative, while the tea itself was prepared in the proper way. The Japanese representative would teach Mrs Wong the etiquette behind drinking the tea. When the Ceremony finally ended, he began to walk the building, motioning for her to follow. "Clearly we must resolve the tensions between our great nation's. Yet, we cannot allow an outside state to control the province of Tokyo. It brings great shame upon the Emporer. As such, I have been permitted to make this offer: Japan will, in exchange for the province of Tokyo, give you the port city of Shanghai. We will repay you for the infrastructure built, unofficially so as not to appear weak, as well as help provide aide in the relocation of your assets. We will remove all tariffs under Umbrella products, as well as permit you to build non-military and non-intelligence based facilities within our nation." The man would inform Mrs Wong as they walked the halls.

The Umbrella representatives would meet the Japanese Negotiaters on the outskirts of the city of Shizouka; one of the more heavily fortified areas surrounding the Tokyo Gates. The city garrisoned 8,400 Infantry, an armored division, and airstrip with a dozen F-22s, 3 iron dome batteries, 140 Barak II interceptors, 40 Tomahawk Cms, and 10 S-400 surface to air missiles. The building they would use for negotiations would be the Tokyo Cultural building designed for tourists, depicting the impact of Tokyo on the Japanese cukture.

.:Classified:. A Japanese envoy would be sent to the nation, with authorization from the Director of State to begin a dialogue on potential investment into the drugs and pharmaceutical industry. With the loss of Umbrella products, disease and assorted illnesses had risen by almost 6%. To stem the cost of pharmaceuticals and repair the damage being done, alternatives to Umbrella products were being sought out.

The Japanese officials would enter the room, with the Emporer moving first and the other two following a respectful distant e behind after giving the androids their coats. The Director of State would stare at the female Android intently; denoting a more than educational curiosity. The Emporer would barely glance at it, though his eye would be caught by one of the male androids for a brief moment. "Its a pleasure to be here. Hopefully this will be the start of a prosperous relationship between our nations." Harutoma would say before giving a nod of acknowledgement, a sign of great respect when given by the emperor.

Accompanying the party would be the emporer himself, his Director of State and Ditector of diplomacy. With them, would be the Kensei unit, the Enporers personal gaurd. The unit accompanying the Emporer would have 12 of the individuals, and the nearby KSDF airbase would be kept at an elevated defcon as a precaution. Local law enforcement would be out in full force, to ensure the party would go off without a hitch.

.:Classified:. The agents would swallow their cyanide pills and proceed to gun down the criminals they had discussed thing with. The intent was to ensure limited knowledge of the mission was revealed; and to mask the nature of the mission. All information gathered over the course of recent operations and passive surveillance would be compiled, as defense director Chiyo Dalai decided on a course of action with Emporer Haruta and director of diplomacy Ayami Yokoyama.
