So does this mean there are two limits? One that goes up to 15% of population and you can only have barracks that go up to 15%? Meaning if you have 200k population, up to 30k can be soldiers? So if you build 10 barracks which houses 30k it is fine, but if you build 11 barracks, you still can only have 30k and not 33k?

I hope you have noticed but just in case, the improvements for military in the city give the wrong description on what the recruitment amount per day and maximum total of the unit is allowed. Recruitment is incorrect as well as the maximum, but it still says: Barracks house soldiers and increase the maximum amount you can have enlisted. Each barracks lets you enlist 1,000 new soldiers a day at a maximum of 3,000 soldiers per barracks. Each soldier costs $1.25 per day in peacetime, or $1.88 per day in wartime. You can have 5 barracks per city. That is false as, under the the military recruitment page it says: You can only train a 1/3rd of your maximum amount of Soldiers per day. You are also limited to 15% of your population count in Soldiers. This seems to apply to all 4 military improvements of barracks, factory, hanger and drydock. Please fix this misconception. Thank you.
