Unless we're ever going to get a well balanced, interesting conventional warfare system that all, be that the administration, the playerbase, or both, can agree on (read: never), and considering that with recent changes, kamikazeing with units (eg. full plane suicides that were effective in NPOLT and other past wars) has been entirely nerfed, rendering obsolete mentioned successful tactics of an outnumbered/sat on force, ergo, eliminating the conventional means of fighting back and dealing damage for a losing side in a war, the only simple fix I see is indeed buffing the non-conventional means of fighting back against your opponents, ie nukes and missiles.
I'd echo suggestions put forward by Potpie, Leo, and others. Make nukes able to kill more improvements than 2, for example 5, like Potpie suggested. It would be worth noting that it should probably have the amount of NPPs killed limited to two, and more importantly, allow another daily nuke buy, either as a Space Program bonus, or NRF itself.
Converting VDS/ID % chances of shooting down missiles or nukes to flat % damage reduction is an interesting idea as well.
In essence, there should be a cost to war and players should not be discouraged or limited to fight back, but rather the avenue of doing so should always be open, now whether you are proactive enough about it is a whole other matter (for instance, you would need to find ways to buy that second nuke, as effective blockading and sitting on an opponent could easily deny it).

Can you please not declare on me? There's already a Syndicate attacking me (and a TKR).
If you want to boast the damages your sphere did they have already given me 2 nukes, 2 more coming and taken like 4k infra so it's unnecessary to fight me more compared to find another inflated infra nation, plus I have 0.00 money to raid and want to be able to rebuild which won't threaten you because I never have and never will declare on anyone. I just build myself.It breaks my heart. I've not declared on one person and I don't care about any spheres agenda, even if I'm in an enemy AA. I've had this nation over a year and this might not stop you from attacking since nobody else has been swayed as I repeat it but in the past three days I've been nuked twice, lost 2k infra, you are the fourth declaration and I declared on nobody, I've built myself over this last year to watch it fall in a week when I did nothing. Right now my mood is really chill but I kinda switch in a seconds notice and when that happens the rage I feel if these declarations is infinite.

Ah yes, preparing to battle hordes of IQ in the forthcoming peace cycle, if we ever got to one that is, that would have likely not even put us at 1:1 odds with aforementioned party, is treaty spam designed to obviously become a hegemonehhh. Then came the February shenanigans. The war wasn't even over yet, the guinea pig's corpse was still warm, but the hyenas were already out for blood. Out of respect for your sphere's laundry though, I will skip this part. It's hardly for children's eyes.

So, let us sum up this small spheres argument. On one hand, we have a newly minted sphere whom you have worked in two global wars - so, twice now. On the other, we have an old, historically friendly sphere who you have worked with more than I can count on my fingers. Allegedly separate spheres, ran by cordial FA partners, whom you work in a cohesive manner. I wonder if the dictionary has a word for that. Alas, I'd rather use a metaphor. Just because you're not married to your girlfriends, my old partner, does not mean you are not dipping it into them every night.
I have to comment on that Rose shock. Shit, you had me giggling. I am sure it was a true plot twist that after years of having a paperless tie to Rose, it was truly, overwhelmingly s h o c k i n g to have them on your side, mon cheri. Something that was, by the by, apparent ever since the February shenanigans, even if we conveniently ignore the history of said cooperation for a moment there. Perhaps at your next weekly FA cabal meeting with Abbas on Facebook, you should finally propose. It's time. Really. The girl has been waiting for years. Marry her, Keegoz. Make Abbas happy.

People do not want more mechanics from a dead game. While treasures may not be perfect, they add a layer to the game that actually makes you put in the effort to acquire them. Trading treasures was also a layer of the game that added content until it was forbidden without a replacement. The player base is simply asking for a way to trade them, as promised.

Suggestion updated to reflect the feedback about treasure min-maxing. Not being able to buy a treasure if you already have one will prevent whale min-maxing, while at the same time it wouldn't interfere with people obtaining treasures via war or RNG spawn, where it would be incredibly rare to find yourself holding 2 treasures, either during a war when they're basically worthless, or having some rare luck with the RNG.

When the change rolls live what Alex and I discussed was every leadership role gets defaulted to no authority except any nations in the top spot. Those nations will have all boxes checked for what they can have the power to do. From there they can check boxes for different ranks as they see fit.
Treasure trading will not be added to this current update. It's been a while since I last talked to Alex about it and I don't remember his stance on it. I'll mention it next time we talk.

Inspired by this discussion, I'm starting this separate thread to draw more awareness to this issue. We're all aware that treasure trading via war has been banned by rules for a while now. A trading system was announced to take its place, but considering there has been no movement on this since the day treasure trading was rendered illegal a few months ago, I believe this should be put to consideration again and added to the docket for the next update. Here is my suggestion:
Personal trade offers for buying and selling treasures.
- Nation to nation treasure offers. One side receives the money, the other receives the treasure.
Standard trade offer stuff, just like for the resources.- 5 day cooldown on treasure movement.
For obvious purposes of preventing playing hot potatoes with treasures.- If the treasure bearer is blockaded, the treasure can not be traded.
Self-explanatory.-
Cap the amount of treasures one nation can hold to 2.Make treasure buying unavailable to nations that already hold one treasure.
To prevent biggest/richest nations from hoarding all the treasures. The nation should not be able to buy a treasure if they already have one.If y'all think of something else this system would need, throw it in the comments below.

An idea of unlocking further 2 project slots was good, albeit the means of procuring it being weird. If I'm not mistaken, recently there have been 9 (am I counting this right?) new projects added to the game. This update will bring that number up to 13. People are struggling with slots as it is, and rarely anyone is fond of the idea to go 3000 infra just to unlock more slots.

Everything else sounds fine on the permission list and I commend the QoL additions that will be added.
As far as the trading topic goes, I would like to remind everyone that the old way of treasure trading has been prohibited for a good while now (its been months, right?), and the supposed system that was gonna replace that has not been mentioned since the day treasure transfers by war have been banned. So I will quote a rather old suggestion from last year about this:
