  9. I'll throw my two cents in. Both capitalism and socialism have their place in society. Look at the nordic countries. They have a very nice balance of socialism (their particular flavor) and capitalism. Regulated capitalism has its place in the market place. Socialism is necessary to catch those who simply CAN'T get their head above water. The free market isn't some magical place that allows everybody to be employed and rise to the top. An unfortunate side effect of capitalism is that somebody (most people) MUST be at the bottom, and sometimes the bottom can be an ugly place. Let's not forget that the middle class is not a natural effect of capitalism. At least in the U.S., it has been engineered time and again by the government. Without redistribution of wealth and the minimum wage, most Americans would be living at or below the poverty line. In the end we must ask ourselves which is more important: Freedom of choice, or taking care of other humans, ensuring that nobody is forced to suffer beyond what is reasonable.

Apply in-game b. Register on EoS off-site forum c. Change nation's color to Purple d. Post an application on EoS forum e. Not be on any alliances' target list All applications will be handled by the Ace, the King, or the Jacks, who may accept, reject or refer any applicant to the Empirical Assembly. Section II: Spades a. After a nations application has been approved, the nation will join at the rank of Deuce . b. The first week will consist learning the game mechanics and EoS government. c. If a member nation have not learned an acceptable amount about game mechanics and EoS, the government of EoS may issue more weeks for the nation to know the required knowledge. Section III: Membership rights and responsibilities a. Any member nation may govern their nation as they please, however, they must come to the aid of a fellow member under attack. b. Member nations of the EoS have the right to free and open discussion, protest, and petition as long as it conforms to forum rules and does not contain derogatory or otherwise offensive or violence orientated material. c. Member nation have the right to resign, after a notice of resignation is given at least 24 hours, before leaving the alliance. Section IV: Trial and punishment a. Any nation found breaking the constitution and/or engaging in inappropriate or disruptive conduct shall be tried by the Ace, and Jacks of the EoS. The Trial shall be presented as fairly as possible with the accused being allowed to explain their actions. b. During the next 24 hours anyone is allowed to present evidence related to the trial at hand and discussion shall take place concerning the case. At the end of discussion a vote takes place for 24 hours with a simple majority vote being required to determine whether the person on trial is guilty or not guilty along with the punishment that is appropriate for his actions. c. Member nations have the right of appeal should they be tried and convicted. In the case of appeal the trial shall go to the Imperial Assembly following similar procedures as those outlined above. Member nations also have the right of appeal should new evidence come to light that can prove their innocence; evidence presented in the original trial will be reviewed in the appeal. Section V: Expulsion Any member may be expelled or otherwise punished, upon trial and conviction, for reasons including, but not limited to: a. Declarations of war on an EoS member or ally b. Membership in another alliance c. Forwarding sensitive or classified information to other alliances d. Desertion in war e. Actions unbecoming of an EoS member Article II: Government Section I. Ace a. The Ace will be the executive leader of the alliance. He will have the power to sign non-military treaties, appoint the King, and veto any amendments to this Charter. b. His term will be indefinite, until he resigns or is removed, by a vote of no confidence. c. Upon his exit from office the King will take his place. Should the King position be vacant when the Ace leaves service, the general membership will have the ability to elect a new Ace by a simple majority vote. Section II. King a. The King will serve underneath the Ace. His duties will be to help manage and oversee the running of the alliance. b. He/She can be removed by the Ace at any time, and if the position of King is vacant the Ace may appoint a new King at will. Section III. Jack of Spades a. With the exception of declaring alliance wars, the Jack of Spades, or his 10, shall have command over all aggressive and defensive acts of the alliance, and shall have the authority to immediately respond to aggressive action upon the alliance. The Spade Suit shall leverage Foreign Affairs for negotiations b. The Jack of Spades shall have the authority to dictate terms of peace to our enemies, subject to the Imperial Assembly. c. The Jack of Spades, or 10, shall coordinate all Foreign Aid to nations engaged in war in coordination with the Jack of Diamonds d. The Jack of Spades shall organize the military of the alliance and shall have authority to solicit and appoint 9s to oversee the military orders. e. The Jack of Spades shall have responsibility and authority to determine the organization of all forums used in military readiness and response. f. The Jack of Spades shall determine medals and awards for conduct of engaged members in war. Section IV. Jack of Diamonds a. The Jack of Diamonds shall oversee the economic development of the alliance. b. The Jack of Diamonds shall oversee and implement policies to increase the economic well-being of the alliance members. c. The Jack of Diamonds will have the authority to place embargoes on any nation or alliance that poses a threat to the security of the alliance. d. The Jack of Diamonds shall oversee resources trades, and assist in their transactions if required. Section VI. Jack of Hearts a. The Jack of Hearts shall coordinate and put into effect the foreign and diplomatic policy of the alliance. b. The Jack of Hearts shall have sole power to appoint ambassadors to other alliances and remove said ambassadors from their position. c. The Jack of Hearts shall coordinate the masking of foreign ambassadors and shall welcome them to their respective embassies. d. The Jack of Hearts shall have responsibility and authority to determine the organization of all forums (embassies) used for diplomatic purposes. e. The Jack of Hearts shall negotiate treaties and pacts and shall bring those documents to a vote in the Imperial Assembly. f. The Jack of Hearts will have the authority to determine surrender terms and to negotiate terms of peace. g. All negotiations by the Heart Suit regarding war and peace will be done within parameters set by the Spade Suit, and on request of the JoS, the other face cards. However, upon the commencement of negotiations, the JoH bears the sole responsibility for working out the final negotiated terms. Section VII. Jack of Clubs a. The Jack of Clubs shall help settle issues between members of the alliance. b. The Jack of Clubs shall oversee alliance protocol and ensure that the alliance conforms to the charter. c. The Jack of Clubs shall administer forum masks and user group assignments for all forum participants except ambassadors from other alliances. d. The Jack of Clubs shall run the Academia, and set the curriculum in which new members must learn. e. The Jack of Clubs, with the help of the other Suits, shall provide members with useful, insightful guides. g. The Jack of Clubs shall monitor new membership and mentor-ship programs. h. The Jack of Clubs shall organize recruitment efforts. Section VIII. 10s a. 10s' duties are to serve their respective Jack. The departments of Defence, Economics, Interior, and Foreign Affairs will all have at least one 10. b. The 10 will be chosen by the respective Jack and will serve until a new Jack is elected. Section IX: 9s a. 9s` duties are to assist their respective 10 and jack in matters of department work. b. They may gather Intel for their department, help with guides, or assist in daily running of the respective department. Article III: Imperial Assembly a. The Imperial Assembly is the main body of EoS. All member nation are part of the Imperial Assembly. b. It has the tasks of voting on legislation for the alliance, electing government, and removing government through a vote of no confidence. c. Unless otherwise stated any, votes by the Imperial Assembly shall take 48 hours and/or shall be determined by a simple majority rules. d. The Imperial Assembly have the power to sign military treaties, with a simple majority of 51% for the treaty.. Section I: Election a. Every two months an election is called upon for the Jack positions. However, during times of war and crisis, the elections may be put off to a later date. b. Any elections must start with a 24 hour-long debate, where every member can put forth a candidate paper. c. After debate voting must not end less than 24 hours later. d .Elections shall be determined by a simple majority of 51%. Article IV: Raid Policy a. EoS nations are not permitted to attack nations of the Purple color sphere. Nor are they allowed to attack nations that belong to an alliance of two or more members or alliances that are any of the following: a protectorate of an alliance, a POW camp, an alliance “applicant†pool, a colony. b. By the action of raiding, the raider assumes all responsibilities of his or her actions. This means that the raider is not entitled to any alliance-sanctioned aid, be it financial or military, and is liable for any damages that may occur to his/her nation during and directly related to the raid. c. If the raided nation joins an alliance at any point during the raid, the raider is obligated to offer peace. d. The practice of extortion of other nations is not allowed. e. It is the responsibility of the raider to have read and understood all of these regulations. Ignorance of the regulations is not an excuse for violation of the rules. Article V: Vote of no confidence a. Any member nation may trigger a Vote of no confidence(VONC), at a limit of one call per week. When a VONC is initiated, the nation who made the VONC will have to present adequate evidence for the Imperial Assembly. b. A vote will take place. To remove a government official from his office, a super-majority of 75% of the membership must vote in agreement. Should the vote pass, the official must step down from his position. Article VI: Amending the Charter a. Amendments to the Charter may be proposed by any member at any time. When an amendment is proposed, the membership must have at least a 75% agreement in favor of the amendment for it to come into effect. b. The Ace will have the power to veto any amendment so long as he is in power. Article VII: Ratification a.   18. After the war is over, I imagine that the individual nations are free to join whatever alliance they wish, and many alliances have a plethora of aid packages.
