I endeavored to inquire as to whether these nations knew each other in real life by DMing id=41942. Said player refused to answer my query. The moderation team may examine the messaging logs to confirm if they choose. Given the likely refusal to answer the question, I had to suspect that these players had not gone through the required vetting process to allow for nations to share an IP address and also be within the same alliance and to send "sweetheart" banking transfers to each other (as will be shown below).
SECONDLY: id=444417 & id=419426 were at one point in the same alliance (The Inquisition). During that time, both nations were sending bank transfers to each other.

Entry number 347 is of particular interest given the size of the transfer to a nation that had been founded that very same day. Moreover, this was likely not to "build" a new nation given the peculiar quantities involved and the lack of "whole number" values. That fractions of a food unit were sent, or that the cash sent was specified to the penny indicates this was sent for other, likely malicious, reasons. That pattern is seen multiple times in the bank records.
At one point, id=444417, left "The Inquisition" alliance and founds his/her own alliance (Hanka Robotics).
According to the alliance records, that was: 06/19/2023 (52 Days Old).
id=444417 is the only member of that alliance, and as far as I can tell has been the only member for the entirety of it's existence.
While in the one-man alliance, id=444417 repeatedly is sending mass quantities of cash and resources into the alliance bank void where, due to game mechanics, it can no longer be tracked.
I am requesting that the moderation team investigate this alliance's bank records to see if inter-alliance bank transfers were made between alliance "Hanka Robotics" and alliance "The Inquisition".
Reasoning: I suspect the entire purpose of creating the alliance "Hanka Robotics" was to (1) conceal any new transfers between the accused nations, and (2) to evade looting losses when said nations (and 3rd party nations also in "The Inquisition") are raided.
THIRDLY: These nations engage in war and spy operation coordination. Such coordination was used against me by nations id=374832 (Simpsons) & id=444417 (Mira Killian). An examination of their war history will show similar coordination. Surprisingly, multi nations engaging in this practice is not apparently a violation of the stipulated game rules. Nevertheless, should the moderation conclude cheating has occurred, I request this also be taken into consideration.
FOURTHLY: Nation id=374832 (Simpsons) has not yet been seen to have shared an IP with the other two nations; however, based on suspicious trades involving all three nations, I am requesting moderation team check IP logs to see if there were any shared IPs with this third nation. This third nation at the very least acts as an accessory, or intermediary between the other two at times. Direct transfers, both trades and banking, by and with this third nation (id=374832) exist with the other two.
In summation, these nations are accused of violating:
1. Creating Multiple Nations (suspected)
2. Multiple Nations on the Same Network - Restrictions Violations (evidence provided)
3. Fairness in Trading and Banking (suspected based on banking logs)
16. Protecting Alliance Banks with Vacation Mode or a New Nation (suspected based on banking entry 347 above, among others)
Furthermore, if cheating has been concluded to have taken place, I am requesting consideration be given to the duration of the alleged offenses, the frequency of the offenses, and the mass quantity of rewards the offenses have yielded to the accused.

As an update, I informed nation id=419426 through DM of this game report. His response was dismissive, yet he has not offered any serious reply. Furthermore, upon rechecking the IP log, I wish to add additional suspected multi accounts to this list of charges. I suspect the list is even more extensive than I am able to see.

Furthermore, inspection of more "sweetheart" banking wires are found with other suspect nations, such as:

While these do not have an available commonly logged IP, they share characteristics with the ones that do in terms of 1-man alliances and strange, inexplicable bank movements.
To add to the list of charges, id=553693 (The Vault --which itself is kind of a blatantly suspicious name given the circumstances) recently redeemed a $50 million bounty on Zombie Springfield. This is likely an additional game rule violation, breaking rule 6. Bounty Coordination.
As a last note for this post, the nation of "Applebees" has many banking wires to the Rose bank immediately after having received likely illicit funds from this suspected multi ring. This means Rose bank cash and resources are likely comingled with illicit gains.
