  2. Athretvari makes no moral equivalency. We are, however, saddened by the desire of warmoners to destroy needlessly or without reason. Our nation understands and respects the "cleansing" of inactive nations abandoned by their governments. But, the desire of some nations to commit war against others, simply because those nations do not commit war themselves, is a horrific insight into the true character of their leadership.

In accordance with Athretvari's policy of neutrality, being defined by national law as "acting in peace and friendship toward every other nation except when said other nation is explicitly hostile toward Athretvari," and current national defense materials export laws, in particular the Export of Advanced Athretvar Weapons Systems to Foreign Nations Act, agreed and enacted by the National Supervisory and National Executory on Orbis date 2 Dec 1999 in the Great Citystate of Maria, capital of Athretvari, the export of Ath-96/OWAc "Medusa" Omni Warfare Aircraft to the Empire of Narvan has been approved by the Athretvar Ministry of Foreign Interactions, requesting from the government of Narvan, the establishment of formal diplomatic relations between our nations, including the appointment of respective ambassadors, and an agreement that our nations shall act, as best as circumstances shall permit, to not commit offensive warfare against the other. The Athretvar Defense Aerospace Corporation has also been authorized to offer the design of a custom Narvan warfare aircraft and full domestic production rights of the same to the Empire of Narvan for Orbis $1 million, if the Empire so desires. Said aircraft would be designed incorporating and according to Narvan's particular military needs and specifications. Athretvari wishes Narvan, Peace and Prosperity.

MARIA (Orbis 22 January 2002) — Citing concerns over what officials in Athretvari’s Intelligence community say was a worrying uptick in anti-neutrality chatter, the Athretvar Government buckled down on its “all in†National Defense Posture, ringing in the new year with the delivery of 72 new Ath-96/OWAc “Medusa†Omni Warfare Aircraft from the Athretvari Defense Aerospace Corporation (ADAC). Defender Tyro Leif, along with Admiral Saner Orkala, Chief of the Staff of the Athretvar Defense Forces (ADF), and Air-General Yila Kameri accepted the four new squadrons of aircraft on behalf of the ADF Air Corps at a military ceremony at ADF-AC Maria Airbase Gamma. The ceremony also included the delivery of 500 new Ath-80/MBT “Tigra†main battle tanks to the ADF Tank Corps. After inspecting a new Tigra tank and Medusa aircraft, Defender Leif spoke to a gathering of the ADF’s senior staff, ADAC employees, and journalists. He addressed the government’s continued commitment to its “all in†defensive posture, saying in response to a question— “... We are saddened by the renewed threats against the general peace of Orbis. Our neutrality is national policy and irrespective of our alliance. We do not commit destructive offensive warfare out of respect for our fellow nations, not out of weakness or indifference... “... While we harbor no illusions we may overturn or deter any act of aggression against Athretvari, we can guarantee that it will be a net-loss for the aggressor... “... In so far as we should lose our treasure and resources in any event of a war against us, we make it so we hold nothing, except the steel in our tanks and ships, the alum in our jets, and the lead in our munitions...†The Defender said there was little that could deter masochists or warmongers, but he hoped the "more reasonable, yet still dreaded pirates of Orbis seven seas would realize Athretvari was nothing more than a bitter, little nation, a waste of time and money and sail toward easier, and plumper prey."

MARIA (Orbis 20 November 2001) — The Government of Athretvari and the players of the nation's beloved baseball team, the Jellyfish, gave special thanks today to three WTF teams that often visit and play away games at Athretvari's famed Stingray Stadium to the thrill and excitement of Athretvari's many rabid OBL fans. Jellyfish management commissioned the Athretvar National Mint to create original logos for the three teams as a special thank you for, as Jellyfish General Manager Clive Owen was eager to tell this reporter, "... Being super-sports and moving the games along by playing away games and not just hosting them!" The logo designs will be displayed and stored indefinitely on the Athretvar National Archives web server, so any of the teams desiring to use their logo can either reference the "gothamloki.com" URL, or download it to their own site for future use. Cooper Pennywise, Director of the Athretvar National Mint told RCBC that for logos such as the ones created for the Falcons, Panzers, and Super Sluggers the Mint would normally charge $1 to 2 million, but the Jellyfish so appreciate the efforts of these teams to make the long journey to Athretvari and playing at Stingray Stadium that the Jellyfish commissioned the logos as gifts to each of the visiting teams. In other news, Athretvari has completed construction of rapid mass transit systems and nuclear energy power plants in each of its six cities.

MARIA (Orbis 12 October 2000) — The Government of Athretvari and the players of the nation's beloved baseball team, the Jellyfish, also known as the Felandia Athletics Batting-Practice Targets, gave special thanks today to those OBL teams displaying what soon-to-retire Jellyfish star-pitcher James Earl Jones called "exceptional sportsmanship," and have gratiously visited Stingray Stadium to the thrill of the nation's sports fans. As a show of gratitude to those OBL teams making the long effort to visit Stingray Stadium, the Government of Athretvari authorized the National Mint to design team logos for each team that doesn't yet sport one. Abraham Jensen, a spokeman at the National Mint said, "We weren't giving much information to work with except the team names and maybe some colors from their flag. We know these may not exactly represent the vision the teams might have had of their logos, but we hope they appreciate our desire to thank them for playing away games at Stingray Stadium." "The logos will be hosted indefinitedly on the Athretvar Archives web-server, so should any of the teams desire to actually use their logo, they can simply use the "gothamloki" url or download the logo and then store it to their own image-host." The Jellyfish often travel around the globe to play other OBL teams, but many of those same teams never reciprocate the effort to the disappointment of Athretvari's many OBL fans desiring to attend and watch live games at Stingray Stadium. Jellyfish management became so upset with the unequal scheduling of some teams they approached senior government officials in an effort to thank those teams that do often visit Athretvari to play. They also released a snarky ad during one of their away games visiting one the most notorious offending teams before pulling it. RCBC was able to save the ad before it was pulled. None of RCBC's numerous inquiries asking about the ad to Jellyfish management and the Athretvar government were returned.

  10. The egg is actually symmetrical, but the vines (and the DRAFT) cause it to look asymmetrical. The vines, because they are not symmetrical, makes the egg look like it's not perfectly shaped, but trust me it is. It does look mush better without the DRAFT.   15. The OSP researched the nuclear option, but the high initial cost of investment (considerable for a small nation like Athretvari), and the lack of native uranium resources made it a less attractive option in the near term. It is still a viable option for future expansion.
  16. MARIA (Orbis 26 April 1999) — After careful consideration, the Council of Supervisors and the Council of Ministers have agreed to a major initiative to reconfigure the national energy production system from coal-base to wind-base. In February of 1999, the Council of Supervisors instructed the Department of Energy (DOE) within the Ministry of Infrastructure to conduct a thorough study of the effects of continued utilization of coal-based power, and to investigate the possible utilization of alternative forms of energy. At the end of March 1999, the DOE’s Office of Special Projects (OSP) completed the study and investigation, issuing a report recommending the reconfiguration of the nation’s power-production system from coal-base to wind-base, citing greater advantages than disadvantages in doing so. Pollution can be easily seen rising from the Magdalena City Coal Power Plant. Coal-based power currently accounts for 100% of Athretvari's energy needs. The OSP noted that coal-based power generation requires at minimum 2 city-improvement slots for every 500-infra of energy generation—one slot for a coal-powered plant, and one for a coal mine to support the power plant. The coal-powered plant and the coal mine together contribute 14 pollution points and cost overall $1600 per day to operate. In contrast, wind-based power generation for every 500-infra also requires 2 city-improvement slots, one for each wind-based power plant capable of powering up to 250-infra. However, the wind-based power plants contribute zero points to pollution and cost overall only $1000 per day to operate. OSP noted that the primary disadvantage of wind-based power generation versus coal-based lie almost exclusively in wind’s much higher upfront investment cost, being $24,000 and 25 aluminum higher than building a coal-based power plant and its associated coal mine. The OSP also noted that wind-based power plants permitted more flexible energy generation extendability. For example, in order for the capital city of Maria to grow it requires an expansion of its current power infrastructure. If coal is selected over wind, it will require the city to purchase a minimum of 200-infrastructure to acquire 4 city-improvement slots in order to make the expansion immediately meaningful. Two slots would be needed solely for a new coal-based power plant and a new coal mine. Whereas if the city decided to utilize wind, it would only need to purchase 100-infrastructure to acquire 2 city-improvement slots, using one slot for a new wind-based power plant, leaving one slot open for another type of improvement. In the capital city of MARIA, the OSP recommends the closure of the Capital City Coal Power Plant, the Monarch Coal Mine, and the Jeanne d’Arc Coal Mine to create 3 open city-improvement slots. The OSP report further recommends the reconfiguration of the 3 open city-improvement slots to 2 wind-based power plants and 1 supermarket for a total cost of $65000 and 50 aluminum. OSP notes that by choosing wind over coal the capital city of Maria will decrease its pollution by 20 points, gain a 4% increase in commerce, and save $400 per day in operational costs. In the city of MAGDALENA, the OSP recommends the closure of the Magdalena City Coal Power Plant and the Irt District Supermarket to create 2 open city-improvement slots to be used for the installation of 2 wind-based power plants for a total cost of $60000 and 50 aluminum. By choosing wind over coal, Magdalena will decrease its pollution by 8 points and save $800 per day in operational costs. However, it will also experience a 4% decrease in commerce. Overall, by choosing wind over coal, Athretvari will decrease pollution by 28 points and lower operational costs by $1200 per day while having a minimal effect on the nation’s economy. Total costs for the reconfiguration are $125000 direct investment, plus 100 aluminum @ $1930 each for a grand total of $318000, being 154.25 infrastructure @ current price of $2061.50 each, or just over 3 city-improvement slots at current price. The reconfiguration of Maria and Magdalena will be completed concurrently with the construction of Gloria, Athretvari’s third great city later this year. — RCBC
  17. Removed the natural storage capacity for 300 soldiers. This proposal is really specific to facilitating weapons trade, and soldiers won't be traded.
  18. I totally agree with you on the nukes. And soldiers. I purposefully lelt them out of the trade part, but did include a simple 300 soldier capacity per city as a basic "barracks" a newbie could use before buying a real barracks. (Guess that's not really needed to make this work though. More a little freebie there.)
  19. I'm trying to have a serious discussion of a particular game-mechanic, specifically the simulation of real-world weapon trade. There is no difference between weapons and regular commodities except the restrictions on warehousing/storage, and actual trading of weapons. The restriction on warehousing/storage is specific to needing to build a factory to first produce, THEN store the weapons. While in real-life, many many many nations, do not develop or build their own weapons, but instead buy them. My proposal first addressed basic weapons trading, then addressed the issue of warehousing/storage for non-producers with a natural storage capacity per city. Besides, small nations purchasing weapons before an unwarranted attack from a larger raider would be "preparing properly." Please, constructive criticism only.
  20. Proudly a member. Thanks for taking the time to note it. This is strictly a game-mechanics issue. One I think members of other alliances would find interesting. Besides my nation isnt one that believes "neutrality" equates to being or needing to be "weak," quite the opposite.

  22. The nation producing the nuke of course is losing a nuke for (hopefully) a profit. Just to point out, I'm not making a suggestion for an increase in production rates or capacities. So yes, theoretically a rich nation can give other nations lots and lots of money to buy their nukes, but how many nukes can they produce to sell? Still just one per day each, so the rich buyer needs lots of nuke missile suppliers. Not to mention, selling nukes should be viewed like in RL, really not-so-good behavior of a civilized state. But what's you're option in the real world? What if North Korea decided to start selling nukes to any other country?
  23. PROPOSAL 1: Conventional weapons (tanks, aircraft, and ships) may be bought and sold freely on the Global Market just like any other commodity. (EDIT: Note soldiers may not be traded.) 2: Missile and Nuclear Missile weapons may be bought and sold via private trade. (EDIT: Note purchasing nation still requires the projects that build/launch these systems in order to store and use/launch foreign missiles.) 3: There is a natural storage capacity in each city for 300 soldiers, 25 tanks, 2 aircraft, and 1 ship. This is natural storage capacity only and does not confer any ability to produce these weapons. 4: Each new Barracks, (tank) Factory, Air Base, and Dry Dock purchased as infrastructure serves to augment a city's natural storage capacity (+3000 soldiers, +250 tanks, +18 aircraft, and +5 ships), plus allows the nation to self-produce the particular weapon system at current production rates. 5 (maybe, maybe not): Each city's natural storage capacity is tied to overall infrastructure, so that more infrastructure or land confers a proportional increase in natural storage capacity. (EDIT: Counters the overall purpose of this proposal, which is basically to help expand the defense options available to newer and smaller nations, and can really snowball-benefit as a nation grows.) REASONING As in the real-world, nations should easily be able to purchase weapons they can't produce themselves from nations that can produce the weapons. To facilitate this ability, several tweaks are needed, specifically, a low-level natural storage capacity in each city in order to warehouse any foreign weapons purchased. Currently the only storage/warehousing available is tied to factories that produce the weapons. Even nations that can produce weapons can benefit by using the proposed system to purchase weapons beyond their current production capacities. Great, especially during times of emergency. This would better reflect real-world simulation in that it would acknowledge and make possible international defense trading.
