That's easily said but I truly don't know of an alliance that would give such a large loan as well as if alliance affiliation is that easily swayed then loyalty is nonexistent. Either way though my need still stands. Any offers?

That would for one completely destroy raiding for lower levels as I know from experience raiding is far more profitable from inactive nations. Second the blockade problem is solved by having a warchest, the most important of weapons, third Yea it really stinks to get destroyed for several turns just because you weren't able to be active but that is war. War starts on the attacker's schedule.
