Since the guy was inactive for an extended period of time the risk that he would just come back was extremely low. In that event they would have been instructed to finish the wars (not peace out) then the debts would have been settled internally...

Solution to offshores... Splinter alliances. Now they arnt offshores and can bounce the money around on a random or regular schedule

Why not just limit the age/city count to create alliances? This way we avoid the whole 1 city 0ns nations holding banks

Dearest mighty Hippo and company. It took me many days to comprehend/process this and, dispite our differences in the past and basically fighting each other in every war since I joined PW, I'm sad. I'm sad that one of the first enemies I've faced is leaving. I'm sad that there will no longer be Hippo memes...
