However, a nation cannot leave within a week of joining the alliance. By joining Shuriken, all nations agree to follow the charter and uphold the honor of Shuriken. Every nation that joins Shuriken must switch their nation color to match the alliance color. Article II - Government The Council runs the alliance. The council consists of the alliance leader, the second in command, and three senators. The council can issue a decree and decide to change the charter and all rules and guidelines of the alliance through a simple majority vote.In all circumstances, the alliance leader can veto a vote, as long as the veto is seconded by any member of the council. The council has 48 hours in which to debate and vote on an issue. Every member of the council has one vote. Council members are elected every two months. There is no limit to the amount of times one can sit on the council. Article III - War All members are expected to follow orders issued by the Council in times of war. Raids of un-allied members are permitted. However, a Shuriken member needs to ask permission before attacking someone who is in an alliance of more than five people or greater than 2000 strength. Shuriken views any raid and/or espionage against any member of Shuriken to be an act of war against the whole alliance. Article IV- Amendments Should any member see the need for a review or change any policy of Shuriken then they should inform the alliance of the proposed change. A poll is taken of Shuriken members to decide if the amendment should be put up for vote. If after two days the poll is yes, then the council votes on whether to pass the amendment or not.
