If it does, how do I increase it?

I have two cities, each one having one farm, but they're not producing anything and I don't know why. No one has nuked me or anything like that, I can't even go to war with anyone because I'm new, so I have no idea what's going on.

I don't want my cities to be heavily polluted and building a Hospital is expensive, the other way to reduce Pollution is to reduce Population Density in my cities, but I don't know how to do that, can anyone help me?
