I created a new city yesterday and it instantly had 100% disease, killing almost all of the people. https://politicsandwar.com/city/id=29322 This doesn't appear to be correct, as the pollution is very low (2 points ) and the population density is .5 people per square mile. I had the same result when the pollution was 0 points.
