I like it, though it could be modified to be a bit more than a straight pass/fail. It might barely pass, but it was only enacted with half the bonuses. Or maybe 2/3 or some other percentage, because a "compromise" had to be made, in order for it to pass. Maybe that could be part of "setting up" the law, that the smaller the bonus, the more likely it might pass (like spy odds and how cautious you are).
The other thought I had, is whether you could tie it to your nation policies (and then make it so policies can't be changed so often). Which makes sense, because a nation with a particular set of policies, would be inclined to pass some laws easier than others.
