I disagree. A nuke costs roughly 4 mil each, and requires a whole day worth of points. Even a 1/5 chance is a major hit. The war system has been nerfed enough...anymore and we might as well take the "war" out of politics and war.

Yes spy problem...this will allow for an opportunity to increase ur spies beyond two a day...could also give small nations another avenue for making money

Perhaps a way to help the spy issiue is giving nations the ability to sell spies on the market. Also perhaps put a limit on spies that can be sold..maybe like each nation can only sell 5 spies a month.

Depends on what (somewhat meaningful) means i suppose. I just dont see a reason to add this element right now...the games pretty fun as it is. Instead, add a truckload more projects or something and wait a bit before adding a brand new dynamic. Not a terrible idea, maybe not the best idea ever but, just too soon to add imo.

Too many possibities of abuse. Goin to suck during war, and be annoying during peace. Id prefer crime rate over this.

I dont see a point. Why would anyone want to take the chance.
